Education occupies a very important position in the country's public affairs,and educational administration is a part of public management.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at the core has attached great importance to education and has placed education in a strategic priority for development.In order to thoroughly implement General Secretary Xi Jinping's important expositions on education,“Lide Shuren ” is the fundamental standard for testing all school work,and the curriculum is to implement the specific,operational and targeted basic tasks of “Lide Shuren”.Therefore,building a“golden course” in Chinese universities and cultivating socialist builders and successors are important tasks for colleges and universities in the new era.In August 2018,the Ministry of Education issued the Notice on Paying Close Attention to the Implementation of the Spirit of the National Undergraduate Education Work Conference in the New Era and “eliminating water courses and creating golden courses” officially written into the Ministry of Education's document.With the in-depth integration of information technology and education and teaching,the high-level,innovative,and challenging hybrid golden course assumes the mission of the era of talent training.The mission is glorious,the responsibility is heavy,and the task is arduous.This thesis fully implements the Party's education policy,closely integrates the relevant policy documents of the Ministry of Education and the Education Department on the construction of mixed gold courses,and uses the theoretical knowledge of public management and related disciplines to pass the construction of mixed courses in undergraduate universities in Shandong Province.The actual observation and investigation of the model analyzes the problems existing in the hybrid curriculum construction model,finds its internal connections and sums up the hybrid gold curriculum construction model,and fully guarantees the construction of the hybrid“golden curriculum” in Shandong colleges and universities.Based on the new public management theory,through field observation and investigation,we found out the problems of the hybrid curriculum construction model of undergraduate colleges in Shandong Province,and analyzed and concluded based on the open system management theory,looking for the human,material and environmental factors in the construction of the hybrid gold curriculum.contact.Use information technology to realize the interconnection and intercommunication of multiple modules in the system,carry out the construction and management of hybrid courses in colleges and universities,use the theoretical knowledge of behavioral science management to improve the business level of managers,and mobilize the enthusiasm of participants in the construction of hybrid “golden courses”.Continuously improve the curriculum construction model,achieve dynamic balance,and build a comprehensive,three-dimensional,and multi-level hybrid “golden course” construction model.In the end,it is concluded that the smart “integrated” teaching hybrid “golden course” construction model based on the micro-service architecture,rational use of resources from all parties,opens up the business closed loop between various departments in the hybrid curriculum construction,and solves the “curriculum” in talent training.This key issue is to improve the management level of hybrid courses in universities,improve the quality of courses,and train qualified successors and builders of socialism.
