The Party and the state have made great efforts to promote equality in education,and compulsory education has changed from universal in scale to improved in quality.Nowadays,the equalization of compulsory education has been paid more and more attention.As a key force of rural revitalization,it is of great significance to study the policies related to rural teachers.It has been 15 years since the Notice on the Special Post Plan for Rural Compulsory Education School Teachers,which was jointly issued by four national ministries and commissions in 2006 to address the shortage of teachers in remote areas,was implemented in China.Under the new requirements of revitalizing rural education and building rural teacher teams,it is worth studying what adjustment policies need to be made.This paper takes the Notice on the Special Post Plan for Rural Compulsory Education School Teachers issued by the Ministry of Education and the Ministry of Finance from2006 to 2020 and the current implementation status and cases of the Special Post Plan policy in China as the entry point to conduct policy research,and the background,objectives,implementation and adjustment of the special position plan for teachers are described comprehensively and specifically.And on the basis of the policy cycle theory that policy as the beginning of policy execution,as the implementation of policy measures,adjust as improvement of policy response to climate change,build the policy analysis model framework,based on the policy in the policy cycle theory,the theory of policy implementation and policy adjustment to design each module theory ought to be.From building "create-execution-adjustment" policy analysis model draw policy analysis model of the planning policy has the rationality,validity and adjustment right,is a good policy,as a village teacher complement policy,the implementation of the it brought fresh blood to poor rural areas,in the current is necessary to implement,But it also has shortcomings,these deficiencies are: policy response on set there is a demand for poor stability of the region the teachers,teachers,potential teachers,shortage of demand response policy in implementation part still exist the problem of insufficient reliability,the duties of the multi-sectoral regulation needs to be strengthened,with low strength of supervision and accountability provisions;At the same time,the special post plan policy needs to be further adjusted according to the requirements of the times to respond to the requirements of teachers in the new era and the rural revitalization and construction of new countryside.Therefore,this paper points out that the government should pay more attention to the needs of the policy objects and actively change the administrative concept to formulate more responsive policies.the implementation of the policy departments should actively cooperate,update the responsibility arrangement,strengthen the supervision of the policy;Under the background of the construction of rural teachers in the new era,the policy should enhance the quality of special teachers,enhance their spiritual faith,and implement an effective village teacher honor system.
