On May 15, 2006, Ministry of Education, Ministry of Finance, Ministry ofPersonnel, office of central authorized collaboratively implemented a Plan of specialpositions for teachers in rural compulsory education (hereinafter referred to as“special-post program”).“Special-post program”provides for a five-year and recruitsopenly college graduates to rural compulsory education schools for a term of threeyears. So far, the policy has gone through six years, it played an important role togradually solve the total lack of rural school teachers and the irrational structure,improve the overall quality of rural teachers, promote the balanced developmentbetween urban education and rural education.But at the same time, a series of problems appear, but the academic circleshaven’t pay more attention. Although scholars have successively investigated andstudied on the policy of“special-post program”, but only to progress around thereports and the descriptions of special teachers’daily life and psychological aspects.There are few articles from the policy background, policy implementation, policyeffects and barriers to express their views. Therefore, it is very necessary to pay closeattention to“special-post program”realistic implementation and seek effectivestrategy from a perspective of policy implementation.The first part of the article mainly related to the four main areas, these are theresearch significance, research overviews, research methods and innovation. It is acomprehensive reflection and regular of the research data, is the basis of the entirestudy. In the second part of the article recalled and combed the background andprocess of“special-post program”by the method of historical analysis. The third andfourth parts of the article cared the status of implementation of“special-post program”,researched the working and living conditions of the teacher of“special-post program”,which is major executor of the policy, by questionnaire survey supplemented andliterature analysis .The fifth, and the sixth parts of the article, are main analysis of thefactors that causing problems and corresponding countermeasures. The fifth partpointed out the two reality factors of the effective implementation from“special-postprogram”: policy and implementation .while also made specific and in-depth analysison the impact of two factors above on“special-post program”. The sixth part pointedout a possible path for the effective implementation of“special-post program”.Corresponding to elements of the policy implementation, this paper presents threespecific recommendations: improve policies, increase advocacy, as well as ensuresupporting measures.
