Elementary education is closely related to the realization of social fairness. However, due to the restrict of subjective and objective reasons, education development in eastern and western areas、city and county is much unbalanced. To solve the problem, four departments put forward a policy which is named Special Post Plan in 2006. There are many nations in Xinjiang province. The economic and education gap are very deep in different areas. Compared to northern Xinjiang, southern Xinjiang lagged behind in economic and education. Since the year of 2006, this policy became the most important one. As the most important policy in southern Xinjiang education development, the execution effect is closely related to the education development of southern Xinjiang at present and in the future. This research chose a county with more population in Kashi. In this place, minority accounted for 96.3%. It’s typical to the social and cultural development status in southern Xinjiang minority area. Investigating the positive influence of this policy and the problems in the execution of the policy, we can see the present situation of Special Post Plan execution in southern Xinjiang. It has significant influence to the implementation of Special Post Plan in Xinjiang.This research used document methods. Through the deep analysis of Special Post Plan contents and much reading of related paper, the writer divided six parts which was recruitment and allocation、treatment and guarantee、further study and training、assessment、expire stipulation、publicity. Then, the writer used questionnaire method to analysis related data. Using interviewing method can make the paper more convincing. We concluded that: since the execution of Special Post Plan, the status of faculty shortage improved a lot. Many college graduates joined in the village faculty and the education quality improved a lot. However, some problems appeared: the major they learned in school was totally different to the course they taught and some courses were still in shortage of teachers; there existed unfairness in distribution; salary and allowance paying wasn’t in time, and the salary satisfaction was low; board and lodging condition wasn’t sufficient, and it’s hard to achieve teachers’ psychological expectation; the training opportunity was scare and the training quality was low; the perceived quality of Shuo Shi policy was low and teachers’ enthusiasm for further study was low; the step of assessing outstanding teachers was unfair; the assessing mechanism was unreasonable; retaining rate was low; coordinating policy was hard to fully practice; policy publicity was not sufficient, and related activities carried out hysteretic. Using smith model, the writer analyzed the reasons from four aspects: policy lacked clearness; policy resources was deficiency; target group was unstable; the professional development conscious of target group was low; the supervision of policy implementation institution was insufficient; the cooperation of the institutions was uncooperative; faculty in policy enforcement institution needed to enforce their diathesis; the economic environment restricted the execution of the policy; the social environment restricted the execution of the policy. Under this condition, this research put forward some suggestions: arise the rationality of the policy content; expand the investment method; assure the rights of the teachers and stabilize the target group; raise the professional development consciences of the teachers; the policy execution institution enhanced policy publicity; strengthen the corporation of policy execution institutions; strengthen the supervision of policy execution institutions; raise the quality of policy execution workers; improve economic environment, construct stable social environment.This research tried to put forward theory basis of minority teaching faculty policy in backward area, and gave references of future policy research. It’s good for comprehending the policy execution status in southern Xinjiang area. It affirmed the positive influence this policy gave to minority backward area, and announced the problems objectively. Then, the writer tried to find the inner reasons, and provided suggestions for minority area. It’s beneficial to boost minority area elementary education in southern Xinjiang area, and it’s good for raising population quality. Then it’s significant to promote the social stabilization.
