| The implementation of the "special post plan for school teachers in the stage of rural compulsory education"(hereinafter referred to as "special post plan")has effectively alleviated the shortage of school teachers in rural areas(especially remote rural areas),and made a large number of rural teachers supplemented.It has been 15 years since the introduction and implementation of the policy.Has the "special post plan" achieved its expected goal in remote rural areas?Has it produced substantial results?In order to get the answers to these questions,this study conducted field research on the specific implementation of the policy in remote ethnic areas,found out the problems and influencing factors in the implementation of the "special post plan" in remote ethnic areas,and put forward targeted suggestions.In consideration of typicality and convenience,this study takes the implementation of the "special post plan" policy in J Township,Wenshan local administrative region,Yunnan Province as the research object,collects data by using research methods such as literature,interview and participatory observation,and analyzes the effectiveness and existing problems of the implementation of the "special post plan" policy in J township.The results show that from 2006 to 2020,the "special post plan" has supplemented a large number of teachers for J Township and alleviated the shortage of teachers in J township;A large number of teachers with undergraduate education have been added to the rural teachers,which has improved the educational level of the teachers in J township;The whole teaching staff is young;During the service period of "special post plan",the number of resigned teachers also decreased significantly;Thus,the unreasonable structure of teachers in J township has been greatly alleviated.Moreover,special post teachers are generally favored by students,which makes the teacher-student relationship in J Township school more harmonious and just;The arrival of special post teachers has activated the hardware environment of rural schools and improved the teaching informatization level of primary and secondary schools in J township;College students go to the countryside,which promotes the culture of J township;The "special post program" is highly recognized in J Township,and special post teachers are willing to recommend relatives and friends to apply for the exam.The field survey also found that the number of excellent teachers in the special post teacher group is relatively small,and there is a lack of backbone teachers;Special post teachers have strong willingness to flow and unstable team;There are few training opportunities for special post teachers,and the training effect is not obvious.Professional development mainly depends on self exploration.The main factors affecting the implementation effect of the "special post plan" in J Township include:the recruitment threshold of the "special post plan" is low,and the recruitment lacks long-term planning;Special post teachers in remote ethnic areas are faced with practical difficulties and challenges such as difficult living conditions and heavy work burden;The "special post plan" focuses on "quantity supplement" rather than "quality improvement",and the professional development of special post teachers is limited。This study puts forward the following countermeasures and suggestions:first,the local government should formulate a long-term recruitment plan for special post teachers;Second,greatly improve the access threshold of special post teachers;Third,speed up the pace of improving the housing and working conditions of special post teachers;Fourth,provide a variety of support for the professional development of special post teachers. |
