With the deepening of reform,the development of urbanization,China's basic education gap between urban and rural areas intensified in the new period,the people and the education fair has become the voice of misfits,the development of China's basic education ills,seriously affect the implementation of the "science and education" strategy.At the same time,the policy of enrollment expansion of higher education makes the employment situation of college graduates more severe.In order to improve the teaching quality of basic education in rural areas,improve the rural education area weak long-term backwardness,the new mechanism of teachers in rural area of innovation,to promote the employment of university students,narrowing the gap between urban and rural education,promote the balanced development of compulsory education,guarantee the education fair,the state in 2006 began implementing the "rural compulsory education school teacher posts"(the following referred to as "teachers plan")open recruitment of college graduates to teach in rural schools.The implementation of the policy has relieved the employment and recharged the rural teachers.Now,the special Gang teachers have become the main body and the backbone of the rural teachers.However,there are many problems in the management of special post teachers.Therefore,we need to qualitatively and quantitatively evaluate the effect of "special post teacher plan" to help us understand the current situation and challenges faced by the plan,so as to promote the optimization of this policy.This research has carried on the literature research around the two aspects of public policy evaluation and "special post teacher plan" policy,discussed the related theoretical foundation of the "special post teacher plan" policy evaluation,combed the implementation scope and policy content of our "special post teacher plan" policy.By questionnaire method,interview method,statistical analysis method,the evaluation analysis of "teachers plan" policy,from the analysis of subject analysis,target groups and policy environment three aspects,aims at different groups of exchanges,explore the policy implementation situation,find out the existing problems,finally according to the problem of path the optimization effect of the policy.Through the implementation of the effect of "teachers plan" policy analysis found that the party and the government to create a favorable policy environment for the implementation of "special post teachers plan,the implementation of policy makers and policy target groups of" teachers plan "policy gives more sure that the policy has greatly promoted the development of rural education and solve the employment problem of College students.Among them,the target group of the policy target has made a recognition of the effect of the implementation of the" special post teacher program ",and the result is a moderate level.Nevertheless,there are still some problems in the " special post teacher program ",including the lack of pertinence in post training mode and content,the lax in recruitment and assessment,and insufficient attention to the needs of target groups.In this regard,this research proposes ways to improve the special post teachers plan the effect of policy implementation,including improving training methods and contents of the pertinence,establish a strict evaluation mechanism,to eliminate concerns,to ensure that the policy target groups have to go down,stay,go out " three aspects.
