Education equity is the foundation of social equity,and compulsory education is the most basic stage of education.Therefore,we can think that equity of compulsory education is the foundation of educational equity and social equity.From May 2005,the Ministry of Education specifically issued "Several Opinions on Further Promoting the Balanced Development of Compulsory Education",and in January 2010,the Ministry of Education issued the "Opinions on Implementing the Scientific Development Concept to Further Promote the Balanced Development of Compulsory Education".The government attaches great importance to the balanced development of compulsory education.In July 2010,the "Outline of the National Medium-and Long-term Education Reform and Development Plan(2010-2020)"was formally emphasized:"The focus of education equity is to promote the balanced development of compulsory education and support the needy groups.The fundamental measure is to rationally allocate education.Resources,leaning towards rural areas,remote poverty-stricken areas and ethnic areas to accelerate the reduction of the education gap." Under this background,the overall planning of urban and rural education is receiving more and more attention from society,that is,the balanced development of education.What is the balanced development of education is to maximize the mostreasonable allocation of various educational resources,so that each member of the society can enjoy the right to education equally.In order to promote education fairness and the balanced allocation of high-quality teachers' resources in urban and rural areas,Maoming City has explored the reform of "country-managed school employment" for teachers in 2007,and issued the "Opinions on Promoting the Work of "County-managed School Employment "for Teachers in 2012.Promote the employment of teachers at county-level schools throughout the city."Employment by the county governing schools" is an initiative to explore the reform of the teacher management system in Maoming.This measure separated teachers from their schools,realized teachers' no-register management,broke the school's"one-school ownership" of teachers,and achieved a transition from "unit people" to"system people."This article is based on a review of the current practice of "county-administered schools" teachers in Maoming and related research.Based on the three theories of human resource allocation,talent mobility,and overall urban and rural development,this paper conducts the implementation of "county-administered schools" in Maoming A more systematic investigation.The dissertation first demonstrates the necessity and possibility of implementing "county management school employment" in the compulsory education stage,and points out the problems in the implementation process based on the practice of "county management school employment" in Maoming City.On this basis,the countermeasures and suggestions for improving the employment of county-level schools are put forward.
