In the 1990s,China first proposed a balanced development of compulsory education reso urces.However,due to the rapid development of China's economy,in the economic developm ent,the inequality and unequal gap in the distribution of educational resources was inevitably formed.This gap has led to unequal distribution of educational resources.Teachers are the fou ndation of education development,the main force to promote school development and improv e students' learning ability,and the core and most important factor of teaching and manageme nt organization.Let the fair and equitable distribution of educational resources be the core to a chieve balanced development of education.Therefore,it is urgent to establish a teacher excha nge rotation system.In November 2013,the Central Committee of the Communist Party of C hina clearly pointed out that it is necessary to coordinate the allocation of resources for urban and rural compulsory education,and encourage primary and secondary school principals and t eachers to implement an exchange rotation system.This policy is conducive to the realization of the fairness and development of urban and rural education.It can be said that it is in the co ntemporary and beneficial,so that more students can enjoy superior educational resources.The Lishan District Education System has been implementing teacher exchange rotation s ince 2017.It started late and continued to advance in exploration.It has made some achievem ents in balancing teachers,but there are also many problems that limit its implementation.Suc h as teachers' low enthusiasm,misconduct,management difficulties and many other issues.Based on the interview method and questionnaire survey method,under the guidance of t he theory of educational equity and resource allocation theory,this paper analyzes the causes of problems and proposes solutions to the problems in the implementation of the exchanges of teachers in the Lishan District..The specific contents include:First,the first chapter and the second chapter summarize the research background and significance of the paper,literature re view,research methods and innovations of the paper.In addition,it also summarizes the relev ant theories of teacher communication,including basic concepts and theoretical foundations.The third chapter mainly expounds the general situation,concrete practice and practical effect s of teachers' exchange work in Anshan City.The fourth chapter is the study of this paper.In t he key chapter,through the research,it is believed that there are the following problems in the implementation process of the teacher exchange and rotation policy in Lishan District:the ent husiasm of teachers to participate in communication is low,the participation of famous teache rs in exchanges is low,the attitude of teachers participating in communication is not correct,a nd the daily management of teachers is exchanged,difficult.The reasons for the above proble ms include:teachers have their own concerns,the existing personnel system is not conducive to teacher communication,lack of effective binding force and complete management mechani sm;Chapter 5 puts forward corresponding countermeasures:strengthen policy propaganda an d improve humane care We will promote the reform of personnel management in the "County Management and Employment",establish and improve the supervision mechanism and rewar d and punishment programs.It is concluded that the perfect promotion of the exchange work of teachers in Lishan District is a long-term project.Some problems should be highly concern ed and gradually resolved in the future development.The research of this thesis can provide re ference and reference for the development of the rotation of teachers in counties(districts)wit h the same situation in Lishan District.
