| At present,many countries in the world pay more attention to the problem of teachers ’ mobility which is weak in school education,and the teacher Exchange system becomes an important content of the national macro-education policy gradually.As a more standardized method of teacher mobility,the rotation and exchange of posts can,to a certain extent,balance the allocation of teachers,especially the rotation and exchange of quality teachers,and improve the quality of education through teaching and learning in schools.Based on the above background,this study on the one hand from the teacher flow to understand the concept of teacher mobility,the current situation of teacher mobility,influencing factors and countermeasures,and learn the concept of rotation,the advantages and disadvantages.On the other hand,through quantitative data collection and analysis,the current status,influencing factors,and promotion strategies of teacher rotation are analyzed.In this paper,the research findings and viewpoints are as follows:First of all,the present situation of the teachers ’ participation in the round-post communication shows the following main features:(1)Teachers who participate in rotation and exchange are mainly teachers of common subjects;(2)The vast majority of teachers for short-term rotation and exchange,only a very small number of teachers for long-term rotation and exchange;(3)Most teachers conduct rotations in county seats(urban areas),and there aren’t many teachers who transfer to the administrative village schools for rotation;(4)In general,teachers have a positive attitude towards the rotation and exchange policy,and more than 50% of the teachers expressed their willingness to participate in the rotation and exchange.Secondly,after understanding the basic situation of teachers ’ participation in the rotation and exchange,this study analyzes the present situation of the teachers ’capability in the exchanged schools.The study found that:(1)Overall,teachers carry out the work of the way(the way of capability play)slightly higher than the median,at a moderate level,indicating that teachers in the school can actively carry out workin the exchanged schools.(2)In general,the effect of teachers on exchanged schools(the level of capability play)is higher than the mid-range value,which is in the middle-upper level,indicating that exchange teachers have played a more active role in the exchanged schools.However,in some aspects,the effect of teachers ’ rotation and exchange needs to be further improved.Thirdly,after clarifying the ways in which teachers can play their capability and how well they can exert their capability,this paper analyzes the background variables and other relevant factors which affect the capability play of the teachers.The analysis results are as follows:(1)As a whole,the level of capability play of teachers is significantly different from the variable of teacher title,which shows that the higher the grade of exchanged teachers,the better the teachers ’ capability.(2)The exchanged teachers think that the level of capability in the school has a significant positive correlation with the influence factors at school level,the local level,the individual’s identity and job satisfaction,and the organizational atmosphere of the school.And it hasn’t a significant correlation with the influence factors at individual level factors and student diversity.However,Other teachers who did not participate in the rotation and exchange thought that the capability level of the exachanged teachers in the school was positively correlated with the individual level and negatively correlated with the students ’ diversity.(3)Teachers’ personal aspects(title,teachers’ value identity,teachers’ professional development,and school level(students’ diversity,school working environment,school atmosphere,teachers’ interpersonal relationship)and local level(the policies related to rotation and exchange,opportunity wages,local social support level)all have important influence on teachers’ rotation and exchange.Finally,based on the analysis of the present situation and the influencing factors of the teachers’ rotation,this paper puts forward some countermeasures to promote the teachers ’ rotation:(1)Measures to increase the participation of teachers in rotation and exchange:the government should increase the propaganda of teacher rotation policy,improve the pay of exchanged teachers,provide a good space for the development of teachers;schools should increase the rotation and exchange subsidy for teachers.(2)Measures to improve the level of teachers’ capability play inexachanged school:The government should perfect the relevant policies of teachers’ rotation and exchange,and strongly support the exchange schools;Schools should provide good working conditions and school atmosphere for exchanged teachers,and work to build good interpersonal relationships;Exchanged eachers should obtain professional development through a variety of channels and actively deal with the interpersonal relationship of the school. |
