With the development of social economy,people attach more and more importance to early childhood education.Problems such as "difficult to get into" and "expensive to get into" in public kindergartens are increasingly prominent.Private kindergartens have problems such as excessive fees,worrying teaching quality and unreasonable competition.Therefore,the development of inclusive private kindergartens is a feasible way to promote the development of preschool education in China.Local governments at all levels have also responded positively to national policies and begun to attach importance to the development of inclusive private kindergartens.Although some achievements have been made,there are still many problems in the concrete implementation.Based on this,combining with the current development of inclusive private kindergartens in district H of yuxi city,this paper analyzes the causes of the existing problems in the development of inclusive private kindergartens in detail by means of literature research,questionnaire survey and interview,and proposes specific countermeasures on this basis.This paper first clarifies several core concepts of private kindergartens,inclusive private kindergartens and government support,and then sorts out the policy value,development dilemma of current inclusive pre-sexology education,as well as scholars’ research on the countermeasures of inclusive pre-sexology education.In the subsequent writing,selected the yuxi H section 53 of the universality private kindergartens as the research object,in the process of investigation found that the current general problems existing in the development of private kindergarten,mainly includes: the capital source of kindergarten single,insufficient subsidies,the support to teachers and related supervision does not reach the designated position,etc.The reasons for further analysis of these problems are mainly as follows: the policy itself is not clear and reasonable,the policy implementation personnel’s professional quality is uneven,the power and responsibility relationship between governments at all levels is not clear,the policy target group does not have a deep understanding of the policy,and the professional recognition degree of teachers in private kindergartens is not high.In view of the current problems,I put forward my own Suggestions: first,from the institutional level,we should clearly pass legislation and improve local laws and regulations,clarify the responsibilities of governments at all levels in preschool education,and coordinate the relationship between financial and administrative powers among governments at all levels.Second,from the perspective of the subject of implementation,improve the supervision efficiency through financial investment and improve the normal supervision mechanism to ensure the education and teaching quality of inclusive private kindergartens and ensure their long-term operation.Thirdly,we should attach importance to the publicity and education of the policy of inclusive private kindergartens and optimize the mechanism of policy coverage.Fourth,we should give priority to the construction of the teaching staff,and enhance the professional identity and attractiveness of teachers in private kindergartens by improving the salary and salary treatment and establishing and improving the rating system.
