Nowadays, the imbalance of the development of compulsory educationbetween urban and rural areas, between regions and between schools has beenserious and widely undermined the equity of education. In order to solve theproblem, National Long-term Education Reform and Development Plan(2010-2020) has regarded the “teachers job rotation” as a reformexperimentation of the compulsory education.As a measure to optimize the distribution of teachers and to realize thebalanced development of education, teachers job rotation between city andsuburb works positively to some degree in practice,but there are still someproblems, such as lack of theoretical guidance, off-track management, smallscale of exchange, etc. By analyzing the texts of “teachers job rotation policyin the city of Kunshan” and investigating a questionnaire survey on theteachers’ evaluation of the current situation, this study has explored theelements that have adverse influences on the implementation effect of thepolicy and given some reasonable suggestions as well.The results show:1.The teachers job rotation policy in the city ofKunshan has lack of system security, such as policy guarantee、supervisionmechanism、 evaluation and motivation mechanism;2.The exchanging teachers have more stress in life;3.The stable relationship between teachersand students has been changed a lot;4.The sustainable development of theschools has also been influenced;5.The professional development of theexchanging teachers has not been guaranteed.
