With the advancement of new urbanization,the integration of urban and rural education has become an inevitable choice to overcome the constraints of the dualistic structure.The policy of exchange of teachers in county compulsory education is an important strategic measure to balance urban and rural teachers and improve the quality of rural education.It is a national policy.In the "Thirteenth Five-Year Plan" of 2016,it is proposed to focus on strengthening the construction of rural teachers and better implement the rural teacher support plan.In the "13th Five-Year Plan" of the State Council on the Issuing of the National Education Undertaking in 2017.The "Notice" stressed that the promotion of the exchange of teachers between urban and rural principals should be oriented towards institutionalization and normalization.The "19th National Congress" clearly stated that it is necessary to promote the integration of compulsory education in urban and rural areas and improve rural compulsory education.Teachers are the core elements of educational resources,and they are closely related to the quality of education.The intrinsic value of teachers’ exchange rotation policy is to change the backward educational status in rural areas,so that the rotational teachers truly “walk into” rural schools,teachers and students.However,the lack of execution of the original intention of the policy formulation and the implementation of the policy have formed a large contrast.Therefore,it is of great value to investigate the causes of the lack of implementation of the teacher’s exchange rotation policy and propose corresponding countermeasures for the improvement of the policy.This study mainly used the literature research method and in-depth interview method to select Hengshui City,Hebei Province,Huludao City,Liaoning Province,and Beipiao City,three schools,two county elementary schools,and a boarding junior high school.They are about teachers’ exchange rotation policy.Implementation of the representative and typical school.By analyzing the status quo of these three schools’ teacher exchange rotation policies,the reason for the lack of implementation of the policy is explored,and the strategies and recommendations for making it increasingly feasible and feasible are proposed.The first part is the theoretical basis and research design of the investigation.The theoretical foundation of the teacher’s exchange rotation policy is demonstrated by the theory of education fairness,education equilibrium theory and structural function theory,and elaborated on the research design,process and data analysis.The second part mainly introduces the characterization of common and individual problems in the implementation of the teachers’ exchange rotation policy in the schools surveyed.The general issues are analyzed from the standpoint of rotation teachers,principals of the county and rural schools,and the execution performance is insufficient.Individuality issues are performed in the form of execution and implementation.The model and executive body are described at the level.The third part revolves around the performance of common and individual issues,taking the external environment,schools,local governments,policy design and policy operating mechanism as the starting point,and analyzing the current situation of insufficient policy execution power.The fourth part proposes strategies for optimizing policies based on the reasons for lack of policy implementation.From the improvement of the external environment,changes in school-based self-centeredness,the selection of the implementation path for the school system,the design of the rotation policy,and the coordination of operational mechanisms,the path of policy optimization will be constructed.The new type of urbanization requires the integration of education in urban and rural areas.The rotation policy is an intrinsic value appeal.It aims to promote teachers’ genuine participation in the exchange rotation,and regards interchange rotation as a mission to change rural backward education.It is a sense of responsibility.Executive bodies such as local government departments,rural and county schools,and rotation teachers should be coordinated to contribute to the implementation of policies and promote the balanced development of education. |
