With the implementation and deepening development of the reform and opening up policy,the post appointment system and the teacher title system for primary and secondary school teachers established in 1986 cannot meet the current situation of the reform and development of primary and secondary school education,which is not conducive to management but also leads to the unequal treatment of teachers in the title.But in the face of such situation,our country actively work to carry out the reform of system of primary and secondary school teachers titles,teachers will not only had two sets of parallel title system consolidated unification,also in full swing across the country primary and secondary school teachers title system reform,purpose is to improve teachers' comprehensive ability and the teacher's ethics level,thus effectively improve the teaching quality and level.In such a premise and background,actively carry out and implement the national primary and secondary school teachers in Zhejiang province title system reform measures,and as a largest prefecture jurisdiction of Zhejiang province's land area,Lishui city,in carrying out and enforce national policy formulation and implementation of the reform and the government at a higher level,on the basis of deepening reform and comprehensive guide the city's primary and secondary school teachers title evaluation work,in order to promote the city's primary and secondary school teachers team construction,improve the overall level and comprehensive ability of teachers.Based on this,this article on the reform of system of primary and secondary school teachers titles of Lishui city as the background,in primary and secondary school teachers team construction as the research target,combined with domestic and foreign literature about teachers' title assess and impartial distribution and content of incentive theory,and by using the questionnaire in Lishui district primary and middle school teacher title appraisal system of investigation and study,and in the result of the questionnaire data statistics analysis,on the basis of analysis in advance and carry out the primary and secondary school teachers title evaluation of Lishui city in the process of the reform of the system has some serious problem,mainly includes: evaluation process security administration mechanism is not perfect;The evaluation index "weight is not quality",the evaluation system process is not reasonable,the evaluation supervision is not in place.In view of these problems,this paper based on the research and reference,combined with Lishui city primary and secondary school teachers title system reform of the actual situation,put forward the corresponding countermeasures.Firstly,from the two aspects of vigorously innovating the teacher title evaluation system and adopting the multi-subject evaluation system,we should constantly improve the administrative mechanism of teacher title evaluation.Secondly,improve the professional title evaluation index system;The third is to standardize the evaluation process of teachers' professional titles.Finally,strengthen the awareness of government supervision and supervision mechanism.
