In order to meet the needs of the development of primary and secondary school teachers,since 2009,China began to pilot the reform of the professional title system of primary and secondary school teachers.In January 2009,it was decided to choose one level city to carry out the reform of primary and secondary school teachers' professional title system in Jilin,Shandong and Shanxi province.In September 2011,he decided to continue to expand the pilot reform of the title system of primary and secondary school teachers,and expand the pilot area to all the above three provinces and important cities such as Beijing and Tianjin.As the first province to reform the title system of primary and secondary school teachers in Shandong Province,after 6 years of steady pilot,many achievements and progress have been made in terms of system and practice.This article focuses on the in-depth exploration and Research on the reform of the professional title system in Shandong province.In the process of research,this paper mainly adopts the literature research method,comparative study method,data analysis method and system analysis method.First,clear the title system,primary and secondary school teachers professional title system,job setting institutions and schools of post setting the core vocabulary concept,the title system and institutions post understanding as a whole,laid the foundation for research and analysis and direction.Secondly,the overall history of the reform of the title system of primary and secondary school teachers in China has been sorted out.The reform process has been divided into three periods: the period of institution formation,the period of reform of institutional reform,and the period of institutional reform and deepening,and the characteristics of each period have been introduced.And eventually settled in Shandong Province primary and secondary school teachers professional title system.Third,explains the main contents of the title system reform of primary and middle school in Shandong Province,and the main content of the post school revision,and reform achievements are summarized as follows: Senior Teachers in primary and secondary schools to achieve zero breakthrough,the evaluation standard of primary and secondary school teachers' title is more scientific,the number of primary and secondary school teachers' title evaluation is increased,and the number of primary and secondary school posts is increased in four aspects.Fourth,in the achievements,also pointed out that there are still problems after reform,and analyzes the causes of the problems are still in the primary and middle school teachers professional title system reform is incomplete,primary and secondary post setting system does not conform to the actual situation of basic education,All regions and departments are too dependent on policies and lack of initiative.Finally,countermeasures and suggestions are given according to the problems still existing in Shandong province and the root causes of the problems.The results of this study show that the reform of the professional title system of primary and secondary school teachers should be deepened and perfected from the following three aspects: one is to further improve the evaluation standards and evaluation methods of primary and secondary school teachers' professional titles,the two is to strengthen the matching and connection of post system of professional titles and institutions,and the three is to promote the administrative department of the government reasonably.Streamlining government and delegating authorities.
