Professional Title Reformation is an important meansurement of professionaland technical personnel resource evaluating, and is a part of qualified personnelresource management. It palys fundamental rules in professional and technicalpersonnel resource development. Professional Title Reformation should suit thedevelopment of socio economics and be improved and reformed constantly,therefore it can promote scientific and technological progress and economicgrowth. Issues of Professional Title Reformation is the problems of knowledge andtechnique evaluating for qualified personnel resource. People pay attention toprofessional title, because it is measuring and identifying ability of qualifiedpersonnel, which is incolved into benefit of professional and technical personnel.Since1986, under guideline of national policies, professional title reformationof the Guangxi Zhuang Autonomous Region has been standardised, instituted androutinized established to Guangxi professional title reformation, which is aroundthe government’s guideline for the development of society and ecnomiy. Recently,because social economy of Autonomous Region has been developed very sharply,problems of Guangxi professional title has been occurred such as lagged policies,unscientific regulations and defective management. Inevitably, incisivedcontradictions between determination and employment, which had caused bypublic institution reformation including post arrangement and merit pay, arechallenging prossional title system and demanding improvement and progression.In particular, incongruities between Granting proferssional title and employingqualified teathers in preliminary and secondary school are outstanding, becauseevaluation standard and mechanism is unsatisfactory and professional titles forprimary and secondary school teachers work in the widest range, the mostsubstantial proportion of professional titles authorization. However, primary andsecondary school is the foundation of our country education, which undertakesresponsibility for compulsory education and elementary education, and teachers ofprimary and secondary school are material constituent of professional andtechnical personnel resource management.An educantion plan should be teacher-centered. Studying Guangxiprofessional title system in the background of public institution and primary andsecondary school teacher professional title system reformation, study professionaltitle system in primary and secondary schools for instance, is the requirement ofpersonnel system reformation and evaluation mechanism amelioration. It issignificance to sustainable development of education and human resourceprocession construction in accelerating Guangxi professional and technical personnel, especially in elementary and middle schools teachers troop construction,optimizing structure of teachers, arousing the enthusiasm of teachers, improvingteachers’ growth environment. Briefly, there is value and significance in boththeoretical and practical that research in history of Guangxi prossional title systemand analysis of current situation and development of primary and secondaryschool teachers’ title system.To moderate the relationship between awarding proferssional title andemploying qualified teathers in Guangxi proferssional title reformation, and to playthe role of disciplining primary and secondary school teachers, this paperrecommends corresponding strategies by literature research, investigation,questionnaire survey, and system analysis.
