With the changes of domestic and foreign situations,the cognitive structure of Chinese youth groups has changed due to the influence of different degrees and different aspects,and the previous way of life,study and work has also been challenged.The influence,attraction and cohesion of the communist youth league have gradually weakened,making it difficult to meet the needs of young people.The youth service work needs to be guided by the professional thought,and the youth social work is becoming mature in our country.The inflow of floating youth has brought great challenges to social management and youth work in Beijing.In 2010,the Beijing youth league committee launched a pilot project of "community youth exchange" in the whole city.With the development of youth exchange,Beijing youth league committee has increasingly high requirements on the work of community youth exchange.In 2013,it began to carry out systematic assessment and assessment on various aspects of youth exchange.In 2014,it established the Beijing youth league committee community youth exchange operation and support center,which is specially responsible for the assessment of youth exchange.The author finds that there are some difficulties in the assessment of youth exchange due to various reasons.Therefore,it is expected to summarize the dilemma of assessment through research,and put forward countermeasures to solve the dilemma.This paper adopts the research method of qualitative research,USES the method of semi-structured interview and participatory observation to collect data,and USES the sampling method of objective sampling to select the interviewees.The author personally participated in the assessment,collected information,designed interview outline,and collected first-hand information.This paper summarizes the current situation of the assessment of community youth exchange in Beijing by participating in the actual assessment and defining the assessment system,and summarizes the difficulties encountered in the assessment process from the development level of the assessment system,the implementation level of the assessment and the feedback level after the assessment.The difficulties encountered in the formulation of the assessment system include: the dilemma between fulfilling the political mission and reflecting the professional characteristics,the dilemma between paying attention to the quantity assessment and paying attention to the quality assessment,the dilemma between the normative requirements and the flexibility space,the dilemma between the process assessment and the need assessment and the dilemma between the effectiveness assessment.The difficulties encountered in the implementation of the assessment include: it is difficult to give a fair score to the non-quantitative indicators,it is difficult to determine the authenticity of part of the online assessment content,and it is difficult to overcome the resistance of the assessment objects.The difficulties encountered in the feedback after assessment include: it is difficult to give the assessment results to social workers comprehensively and richly,and it is difficult to fully respond to the questions raised by social workers about the assessment scores and results.In view of the above dilemma,the research analyzes the causes of the dilemma and the countermeasures to resolve the dilemma.From the aspect of formulating the assessment system,the recommended countermeasures are: formulate and implement classified assessment indicators,reserve space for "selected actions" while maintaining "prescribed actions",invite college teachers to speak for social work,and use youth At the same time take into account the task indicators.From the implementation level of assessment and evaluation,the recommended countermeasures are: continuous training,forming a consensus,rationally assigning assessment and evaluation tasks,giving full play to the role of supervision,and constantly improving the professional level of social workers.The countermeasures suggested at the feedback level after the assessment include: broadening the direct communication channels between the assessors and social workers.
