Development Dilemma And Policy Exploration Of Private Social Work Institutions In Henan Province

With the development of society,based on the consideration of transforming government functions,innovating social governance,developing public welfare undertakings and promoting social harmony,the government encourages and guides the non-governmental forces to get involved in social services.Although the development of private social work institutions in Henan province started late,it has developed rapidly in recent years and shows great vitality.Influenced by policies,private social work institutions in Henan province are faced with many difficulties and problems in the development process,which limits the development of private social work institutions.In order to analyze the policy reasons for the development dilemma of private social worker institutions and explore the policy path for the development of private social worker institutions,this study was carried out.This study applies the method of participatory observation and semi-structured interview,through to the social work related policy participants policymakers,run by the local social worker organizations,represented at the head representative interviews and investigation,and consults relevant policy documents and research,on the analysis of the relevant policies of social work,based on the analysis of the development of non-governmental institutions of social workers in Henan province,from the government to buy social work services,professional talent team construction and standardized service system construction of three dimensional analysis of the developing predicament of non-governmental institutions of social workers in Henan province,and analysis of non-governmental institutions of social workers in Henan province three dimensions policy development difficulty,Explore the policy Suggestions on promoting the development of private social work institutions in Henan province from three dimensions.Increase of government purchasing service funds investment,establishing and improving the government purchasing service policy mechanism,strengthening policy initiatives and implementing and gradually improving the level of professional talents in compensation,establishing and perfecting talents promotion mechanism,establishingand improving the supervision development mechanism,perfecting the construction of standardized service system policy Suggestions and advice,in order to achieve the goal to promote the development of non-governmental institutions of social workers in Henan province.
