The education and training market governance policy is a general term for a series of normative documents issued by the central and local government departments for the development of education and training institutions.It is of great significance to regulate and promote the orderly development of the education and training market.On February 22,2018,the General Office of the Ministry of Education and other four departments jointly issued the "Notice on Effectively Reducing the Extracurricular Burden of Primary and Middle School Students and Launching Special Governance Actions of Education and Training Institutions".The education and training market governance has been effectively regulated from the aspects of legal regulation,classified management,comprehensive policy implementation,and coordinated governance.However,in the education and training market,there are still chaos such as uneven quality,doubts about teacher qualifications and professionalism,rampant training scams,and neglect of social benefits for profit.Then,in order to solve the chaotic problem in the education and training market,it is urgent to conduct a normative analysis on the text of the education and training market governance policy in order to judge the scientific,targeted,and innovative nature of the policy text.By using text analysis,literature analysis,and comparison methods,combined with pedagogy-related theories,the research has comprehensively and systematically analyzed the theoretical basis of education and training market governance,the textual analysis of governance policies,and the problems and causes of policies.analysis.The introduction of the first chapter mainly includes the research questions,the theoretical and practical significance of the research,the current status of research at home and abroad,the research ideas,research content and research methods,and the innovations and deficiencies of the research.The second part mainly analyzes the three theoretical bases of the education and training market,namely the theory of social education right,the theory of compensation education and the theory of cooperation between family and school.Through the research,it is found that the concept of education training market coincides with the theory of compensation education,and its right attribute should be defined as the right of social education.As a form of social education,the education and training market combines social education,family education and school education into one.The three forms of education form a joint force to jointly promote the development of education,individuals and the whole society.The third part focuses on the text analysis of the educational training market governance policy.Starting from the policy elements,this paper systematically sorts out the concept,subject,object and implementation path of the policy.Through sorting out,it is found that the education and training market management policy in our country is mainly due to the policy of problems need to solve,governance,lack of long-term mechanism;The policy process is dominated by the government,and the value recognition of multiple stakeholders is lacking.The relevant legal system is not sound,with the characteristics of "trial implementation of law",and the current education and training institutions have many examination and approval management,the responsibility and power is not in place.The sixth part of policy text analysis,interpretation of the related problems and reasons,the innovative put forward to speed up the transformation of management ideas and management thinking,to promote the legalization of education training market management policy systematization,build the integrated management pattern based on the multiple main body participation and establish a long-term governance mechanism of policy perfect recommendations.In short,education training market governance policies to regulate and promote the orderly development of the education training market is of great significance,carries on the text analysis,not only can promote the government effective governance and improve education training market chaos,school normal teaching order,easing the burden on students,but also to the improvement of the education training market management policy in our country in the future to provide the reference to accelerate the process of the legalization of governance policies.Of course,there are still some deficiencies in the aspects of conception,innovation,expression and rigor,which need to be further deepened.
