A Qualitative Study Of The Communist Party Of China’s Higher Education Policy From Reform And Opening-up To The 18^th National Congress

Looking back on the development history of our higher education,the period of reform and opening-up to the 18th National Congress is a very representative and important period of development,during which our higher education has realized historical transformation and leapfrog development,and make breakthrough achievements.In this process,the leading role of the Communist Party of China for its development is not to be underestimated,and the Communist Party of China’s higher education policy as the party’s strategic programmed for leading the development of higher education,the successful experience contained in it is worth looking back,summarizing and using for reference in the new era of “Eager for scientific knowledge and excellent talents”.Based on this,this research takes the higher education policy of the Communist Party of China during the period of reform and opening-up to the 18th National Congress of the CPC as the research object,and follows the basic principle of promoting “The general education policy research to the education policy analysis research”,the attempt to analyze and study the party’s higher education policy from the period of reform and opening-up to the 18th National Congress by using scientific analytical methods and techniques according to scientific analytical standards,in order to further optimize our party in the new era of higher education policy-making,the development of higher education condensed experience and provide inspiration.The research follows the research paradigm of “Should-be-indeed-should-be”,and adopts the literature method,interview method,literature metrology method and content analysis method to carry out theoretical research,empirical research and enlightenment research in turn.Based on the professional theory,the content analysis paradigm of higher education policy,which consists of eight analysis items and two analysis dimensions,is constructed,NVivo 12.0 Plus was used to support the research,and the empirical level was based on the hypothesis of methodology,combined with the relevant statistical data and text visualization,to carry out a comprehensive analysis and exploration of the policy.Finally,combined with the results of empirical research and interviews,this paper refines the experience implied in the policy of higher education from the reform and opening-up to the 18th National Congress of the CPC,and puts forward the corresponding enlightenment.The study found that,the period of reform and opening-up to the 18th National Congress can be divided into three important policy stages: “Initial reconstruction centered on bringing chaos to order”,“Normative development centered on structural optimization”,and “Prosperous development based on scale expansion” The quantity of policies in each stage is steady and increasing,and the main body of policy promulgating presents the important characteristics of“Central Leading”,“Extensive Cooperative Participation of the Ministry of Education” and“Coordinated Governance of Various Departments” The type of policy text highlights the programmatic,guiding position,principled and oriented features of policy,and the structure of policy text is flexible and consistent.The policy value tropism develops from economic tropism of efficiency priority to social tropism of fairness priority to human tropism of fairness and efficiency policy themes cover quality,institutions,material and financial and personnel aspects;policy tools present the inherent logical characteristics of adaptation,synergy and sustainability in use.Based on the results of the eight projects,this study believes that the party’s higher education policy should adhere to the party’s leadership,explore the mode of coordinated development of the main body;we should stick to the development path of socialist higher education with Chinese characteristics,closely combine education with talents,pay attention to the scientific and contemporary nature of the theme establishment,deepen the development of the connotation of decentralization and power reduction,and constantly explore the mode of “Combination Fist”,to deepen the concretization of tool use to facilitate policy implementation to achieve policy utility maximization problem.
