Study On Localizational Strategies Of Social Policy Advocacy

Advocacy is belong to the macro level of professional social work method,through policy influence and social mobilization,gain support from the government and the public,so as to promote the change of the society,is the basic way of citizen rights expression.But at present,the theory and practice of advocating work in our country are low,still in the initial stage of exploration.Advocating technique both from the theoretical research,practical work,or professional education,have not been paid great attention in the social work profession,this has led to social workers unable to involvement in social contradictions and macro issues such as The appeal of marginalized groups.Therefore,it is an important direction to construct the effective strategy of local policy advocacy.To explore how to use effective advocacy strategies to change relevant policies in the context of China's political society.This study uses the "Advocacy Coalition Framework" as a theoretical perspective,which was proposed by Professor Sabatier in the 1980 s.A case study is made to analyze the education policy advocacy cases of local Y institutions.Research path from policy subsystem,advocating union,belief system,resources,policy orientation,external factors,alliance opportunity to learn eight core concept of institution and policy change,refined action elements of effective intervention strategies,establish an effective localization to advocacy strategies.Under the guidance of the theory of the "Advocacy Coalition Framework" theory,the study finds that effective advocacy strategy includes the following eight aspects.The first is to adopt a cooperative orientation strategy,and the advocacy alliances of different policy core beliefs influence and adjust each other on the basis of the principle of cooperation and mutual benefit.The second is to understand the policy mechanism and focus on the policy decision-making authority of the National People's Congress and NPC deputies.The thirdis to use government resources to carry out special investigations to collect information and understand public opinions.The fourth is to combine the various alliances to fully mobilize human and financial resources;The fifth is that leaders should have both the ability and the full power,preferably from the host group.The sixth is to adopt exogenous orientation learning,grasp the policy,technology and policy mechanism,more conducive to the design and implementation of advocacy action.The seventh is to carry out public education,but to maintain the enthusiasm of public opinion orientation;The eighth is to use policy mechanism to introduce public opinion into policy decision making system.Finally,based on the practical experience of the local advocacy coalition,this research has distilled six Suggestions about the formation and development of the alliance.The first is that the alliance must have a clear idea of the principle of advocating philosophy;Second,the alliance must have a specialized advocacy group and define its functional structure;Third,the alliance must have certain political resources to effectively intervene in the policy system;Fourth,the alliance needs independent economic resources to guarantee the implementation of the initiative;Fifth,it is prudent to adopt immature industry alliance to avoid the conflict of beliefs.Sixth,the strategy of avoiding competition orientation should prevent the alliance and the main group from facing political risks.
