The college entrance examination subject setting policy made a huge reform in 2014,breaking the college entrance examination liberal arts and science division method that has been implemented in my country since the resumption of the college entrance examination.Why has the college entrance examination subject setting policy changed this time? What risks and challenges may arise in the process of change? become an urgent problem.In this paper,the advocacy alliance framework is used as the theoretical basis for analyzing the changes of the college entrance examination subject setting policy,and the dynamic factors of the college entrance examination subject setting policy change are analyzed,and the reasons for the change are deciphered.First,it explains the theoretical applicability of the college entrance examination subject setting policy and the advocacy alliance framework,and shows the change process of the college entrance examination subject setting policy.Secondly,build an alliance and belief system for the college entrance examination subject setting policy,respectively supporting the cancellation of the liberal arts and sciences division alliance and opposing the cancellation of the liberal arts subject setting alliance,and analyze the dynamic factors of the change of the college entrance examination subject setting policy: outside the subsystem,relatively stable variables in the college entrance examination subject setting policy It basically remains unchanged in the course of change,so its impact is small,while changes in external system events are an important factor in policy change.Within the subsystem,the support alliance and the opposition alliance diverged due to different beliefs,and thus launched a fierce struggle.Jiangsu Province’s return to the arts and sciences branch,and the Standing Committee of the National People’s Congress proposed to cancel the arts and sciences branch also triggered internal shocks in the policy subsystem;internal shocks within the subsystem and The occurrence of external events promotes policy learning within and between alliances.When there is a deadlock between the support alliance and the opposition alliance,policy brokers provide them with professional forums such as the NPC and CPPCC,education symposiums,etc.,to facilitate the two sides to reach consensus and reach a consensus.On the basis of the analysis,it is found that it is the interaction between the internal and external subsystems that promotes the change of the college entrance examination subject setting policy,and finally the logic of the college entrance examination subject setting policy change is obtained.It should be noted that there are also risks and challenges in the process of changing the college entrance examination subject setting policy.Excessive restrictions on external conditions,few channels for public opinion expression,ineffective professional forums,and weak non-dominant coalition forces may affect the next college entrance examination.Account setting policy changes have an impact.Therefore,in order to make the changes of the college entrance examination subject setting policy more smoothly,it is necessary to break through the excessive constraints of external events,increase and improve public opinion expression channels,fully demonstrate the role of professional forums,and activate non-dominant alliance policy resources.In terms of theory,this paper analyzes the process of change in the subject setting policy of the college entrance examination from the perspective of the advocacy alliance framework,which not only broadens the applicability of the advocacy alliance framework theory,adds Chinese cases to it,but also provides a new theoretical perspective for the study of the change in the subject setting policy of the college entrance examination.;In practice,use the advocacy alliance framework theory to study the changes in the college entrance examination subject setting policy,crack the reasons for the policy changes,find the driving forces of the policy changes,and avoid risks and challenges for the next policy changes to a certain extent.
