| "Accountability" is one of the important government supervision behaviors in our country and the world.It is also a common practice to build a responsible government.In 2018,with the in-depth advancement of the comprehensive and strict governance of the party,the reform of the supervision system was initiated and gradually completed.Under the background of the supervision law requiring "full supervision",The implement major decision-making arrangementsthe was completed.Supervision Commission of national and provinces(regions)have been established,and they are co-organized with the Disciplinary Inspection Committees at all levels to integrate responsibilities for anti-corruption functions.The first batch of reform pilots in the three provinces and cities of Beijing,Shanxi,and Zhejiang in 2017.Then Chongqing as the completed the reform of the supervision system earlier,conscientiously implemented the decisions and deployments related to the reform of the supervision system.And the number of supervision objects increased to more than 2 million.The discipline inspection and supervision organs of Chongqing,with greater determination and courage,are deeply advancing the comprehensive and strict governance of the party.All levels of discipline inspection commissions(groups)are requeied to strengthen supervision and discipline accountability.The accountability for failures of responsibility,and strict accountability must become the norm.Accountability must be strictly pursued,and supervision responsibilities must be implemented.Judging the accountability practice in recent years,there are some problem still exist.For example,the accountability method and subject is not clear enough,the accountability procedure is not specific enough,"after the fact" accountability and "fault" accountability account for a relatively large proportion,the effect is not good enough,"Mediocre government and lazy government".In order to accelerate established that a long-term mechanism of “cannot be corrupted,dare not to be corrupted,do not want to be corrupted”.Take accountability as the main starting point for building a responsible government.Give full play to the main role of the discipline inspection and supervision organs in the accountability of officials.The theoretical research in the discipline inspection and supervision work puts forward an urgent necessity.Such as literature analysis,comparative analysis,theoretical research and empirical research used in the article.The basic idea is to discover,analyze,and solve problems,which summarize the official accountability system used in discipline inspection and supervision work of Chongqing.The countermeasures and suggestions,combined with current situation and the practical analysis of the problems and reasons,which put forward that the basic principles of the official accountability system will always run through the whole process of discipline inspection and supervision;improve the supporting working mechanism of official accountability;formulate and improve the relevant remedies for official accountability measures;enhance officials’ sense of accountability and self-supervision;appropriately expand the scope of accountability objects "officials" and accountability methods.The innovation of this article is the research perspective.This article focuses on the discipline inspection and supervision work in the stage of continuous exploration and improvement after the reform of the supervision system.The key issues of the application of the Chongqing official accountability system were solved which included application,procedures,base in the discipline inspection and supervision work.It provides opinions and suggestions for the use of official accountability in discipline inspection and supervision.The shortcomings are that theoretical level is limited,the confidentiality and specificity of relevant cases or data,which limits the discussion and in-depth study of this issue to a certain extent. |
