| The Fifth Plenary Session of the 19 th CPC Central Committee clearly pointed out that "improve the social governance system of co construction,CO governance and sharing,strengthen and innovate the urban social governance".With China’s economic and social growth from high-speed to high-quality,the process of urbanization is gradually intensified.In recent years,under the trend of rising house prices,urban residents put forward high requirements for the quality and function of their residential areas.However,due to the nonstandard property management,the failure of the owners’ committee to perform its duties,and the owners’ failure to participate in the community construction in time,the conflicts and disputes in the community continue to rise."Community disease" has become an important social governance problem.In the era of strengthening and innovating social governance,it is urgent to strengthen the research on the governance of urban residential communities,We should have a deep understanding of the practical and theoretical significance of the research on the governance of urban residential areas.In this study,first of all,access to the network,books and related literature to obtain the theory and literature related to community governance,which lays a solid theoretical foundation for the research.Then,through the methods of field research and case study,taking Bishan district as an example,we visited Bishan District,carried out in-depth interview research,summarized the effect of Bishan district governance,and analyzed it by using the theory of collaborative governance,holistic governance and new public service,Further comb Bishan district governance problems.Thirdly,by analyzing the types of community governance at home and abroad,this paper summarizes and refines the experience of community governance in the United States,Singapore and Japan,as well as the experience of community governance in Beijing,Chengdu and Changsha,so as to provide useful reference for optimizing the path of urban residential community governance.At the end of this study,under the framework of establishing an organizational structure with Party building as the core,improving the organizational system,clarifying the responsibility system,and improving the co governance system,this paper proposes the path to optimize the governance of urban residential quarters,insists that party building leads the community governance,standardizes the setting of community owners’ committee,further straightens out the collaborative governance relationship,and effectively promotes community autonomy,We should unify the basic point of governance with the needs of residents,extend the governance chain to the "last100 meters" of urban governance,realize that things in the community do not come out of the community,effectively make up for the shortcomings of grassroots social governance,and effectively promote the modernization of urban grassroots governance system and social governance capacity. |
