Project-driven Autonomy:an Innovative Mechanism For Social Organizations To Participate In Community Governance

Project system has become a new national governance system,and is one of the important mechanisms of public service supply in China.In this paper,a pilot community of urban and rural community governance in Sichuan Province as a case study,the community in the pilot process of innovative implementation of the "Residents’ Autonomy Project" as the research content,using the methods of literature study,Case Study and in-depth interview to collect relevant data and explore how the project system has become a common tool of community autonomy from a set of institutional arrangements for the input of national resources,this paper analyzes the innovative mechanism of social organizations participating in community governance under the project system,and presents the internal relationship between the project system and community autonomy.The main structure of the thesis is composed of four parts.Firstly,the generation logic of social organization under the project system is analyzed.On the one hand,it explains the practical needs based on community governance and the policy impetus of the pilot urban and rural community governance,the establishment background and organizational structure of the“Red Square home” council,a social organization that undertakes community public service projects;The passive production and initial limit of the organization during the initial operation of the project are analyzed.Secondly,the process of power capture of community and social organization is discussed,from three aspects of participation guarantee,capacity promotion and subject activation,this paper shows how the three forces of administration,profession and community promote the autonomy of community.Thirdly,focusing on the three key links of Project Solicitation,Project Implementation and project feedback,this paper analyzes the operation process of "Resident Autonomy Project" under the project system extension,and community residents,community social organizations,community committees and the interaction of forces within the system to do a thorough description.At last,the paper summarizes and analyzes the internal mechanism of z community’s project-driven community autonomy,and compares the "Residents’ Autonomy Project" with the general sense of top-down project system,it provides the experience enlightenment for further expanding and deepening the understanding of the role and function of the government and promoting the re-organization of the community.The study of this paper finds that the community autonomy under the project system is the result of the cultivation of the state,and in this case,it is embodied in the government’s pilot action,in which social organizations,as the typical representatives of social forces,also play an important role,public Services under the project system can not be delivered in grass-roots communities without the participation of social organizations,and the effective mobilization of social organizations and communities requires their full empowerment,the bottom-up project production forms a new framework of organizational action,which is based on the demand of community diversity,the action chain woven by different participants and the reconstruction of community order.
