The participation of social organizations in community governance is a hot topic in the current urban community governance field.The theoretical construction and practice review of this topic runs through the gradual process of China's government governance transformation.During the period,the government continues to enact targeted policies to coping with the "governance pressures";while the social field emerge in a variety of organizational forms.The coordinated evolution of the government and society ultimately aims at how to form a win-win cooperation relationship in community governance.In view of the above-mentioned development background and research habits of Chinese social organizations,we select the community foundations that are currently promoted by many local governments as the object of investigation,treating the classification habits of academic circles on domestic social organizations,and the "three-point method" of the type classification as a reference,and then divide the community foundations into two categories:"government-type community foundations" and "social-type community foundations".The criterion for judging is whether the community foundation sponsors are the government,the source of funding in community foundation's later operations,is also as an important reference.Based on the reclassification of community foundations,a number of representative community foundations were selected as case studies,with a focus on M,N,and Y community foundations,and M as the "social community foundation".N and Y are both"government-type community foundations".In the process of case study,the concept of"autonomy" that often used by academic circles in examining the performance of social organization operations was introduced.The core analysis concept of "independence and attachment" was constructed in combination with research needs.Then further implement"independence and attachment" concept into two dimensions of "autonomous" and"attachment".The "autonomous" dimension determines whether the organizational performance of the government-type community foundation can be achieved,while the"attachment" dimension determines whether the organizational performance of the social-type community foundation can be achieved.Through case studies,we found that although the government-type community foundation is established by the government,and has strong dependence on the institutional resources from the government,in the later operation process,this type of community foundation should follow the relevant laws and regulations of the foundation organization,so it can obtain a distance from the government,thus obtaining a corresponding space for independent activities,and ultimately achieving organizational performance;the social-type community foundation was initiated by social entities such as enterprises and individuals that outside the government,and the source of funds broke through government resources restrictions,so the organization can has its own independent identity from the government at the beginning of its establishment,but it's hard to get rid of the current institutional environment in China,so social community foundations need to properly "attach" the administrative system in order to obtain the legality of their identity and activities,thus can achieve organizational performance.The action strategies of the two types of community foundations "autonomous" and"attachment" have achieved organizational performance,which shows that with the changes of social conditions,the main provider of investment is no longer the primary factor affecting the strategy choice of community foundations,the realistic institutional environment and social conditions have gradually become the most critical factor.The "autonomous and attachment" action strategy also shows that in the current urban community governance field in China,the realistic task of social organization participation in governance has changed from share the "task volume" of public service for the government,to supplement the lack of professional ability for government to accomplish public service.And the final achievement is the satisfaction of the needs of the community's new public services.This transformation has also shaped a new interactive relationship between the government and social organizations that tends to the core of "cooperative governance".
