Research On The Improvement Of Rural Living Environment In Ningxiang City Under The Background Of Rural Revitalization

The improvement of rural human settlement environment is an important part of "ecological livability" as the first chess of rural revitalization strategy.How to improve the rural living environment in an orderly and sustainable manner is the short board in the field of "agriculture,rural areas and farmers" under the background of rural revitalization,and the practical problem that governments at all levels need to focus on solving.This paper takes the renovation of rural human settlement environment in Ningxiang City as the research object,carries out field research in some townships in Ningxiang City,investigates the current situation of the renovation of rural human settlement environment in Ningxiang City,uses the theory of new public management and public governance theory for in-depth analysis,summarizes the experience and finds out the problems and causes.This paper attempts to explore the future strategy of rural human settlements improvement in Ningxiang City under the new background in the new period,in order to provide reference for the improvement of rural human settlements in other areas.This paper is divided into five parts.The first part is the introduction,which puts forward the background,purpose and significance of the research,reviews and evaluates the existing research results at home and abroad,extracts the problems and contents of the research,expounds the theoretical basis and research methods,and establishes an analytical framework.The second part is the design and implementation of the investigation,which introduces the time,place,object and scope of the investigation,clarifies the selection of the investigation object and the investigation process,introduces the investigation method adopted,and explains the links,key points and difficulties of the investigation.The third part is the description to the research result of ningxiang city of rural living environment in rural supplier,living garbage management,rural housing,rural domestic sewage treatment,the current situation of agricultural non-point source pollution control of the five renovation content are analyzed,and combined with the questionnaire of ningxiang city residential environment renovation has carried on the empirical research,summarizes the successful experience.The fourth part is the analysis of the survey results,and summarizes the problems that need to be further perfected and improved in the remediation of rural human settlement environment in Ningxiang City and analyzes the reasons.The problems mainly include the imbalance in many aspects in the improvement of rural living environment;Part of the masses to participate in the improvement of human settlement environment consciousness is not strong;The degree of market participation and socialization of human settlement environment remediation work is low;The sustainability of the improvement of human settlements remains to be strengthened.The fifth part puts forward the countermeasures to strengthen and promote the improvement of rural living environment under the background of rural revitalization,including clear responsibility to form the overall joint force of grass-roots government governance;Strengthen policy publicity and establish incentive and guidance mechanism;Establish and improve market and social participation mechanisms;Improve the long-term operation and supervision mechanism.
