Research On The Governance Countermeasures Of Shared Bicycles In Wuhan From The Perspective Of Co-production

Bike-sharing is a bike-sharing service provided by private enterprises in public places in the mode of time-sharing rental.It belongs to a new type of green sharing economy,which is essentially a new type of transportation vehicle rental business based on the carrier of bicycles.In the past five years,wuhan’s bike-sharing industry has been growing,playing a crucial role in alleviating traffic congestion and solving the problem of the last kilometer of the city’s travel,and rapidly becoming an important part of the city’s traffic development.But as the number of Shared bikes has soared,the negative impact on urban development has become increasingly apparent.In particular,due to poor governance and the emergence of a variety of problems deeply troubled the government,enterprises and the public.It is beneficial to promote the healthy development of wuhan bike-sharing industry to transform the governance mode and innovate the governance concept of wuhan bike-sharing industry.Co-production theory is a new perspective of bike-sharing governance,which emphasizes cooperation and interaction in the governance process and regards the public as an important part of governance.Developed countries seek to cooperate with the society and enterprises in the field of public service due to the financial austerity.This new mode of public service supply is called co-production.This paper studies the governance of Shared bikes in wuhan from the perspective of co-production.First of all,the paper sorts out the core concept of co-production,and discusses the connotation of co-production theory,the necessity and value of co-production theory,so as to make theoretical preparation for the whole paper.Then,taking wuhan city bike sharing as the research object,the current situation and achievements of wuhan city bike sharing governance are analyzed in detail.The paper points out the problems existing in the process of governance in wuhan,which are mainly in the following four aspects:insufficient management of government departments,excessive investment of bike-sharing enterprises,insufficient motivation of fair participation in governance,and weak linkage of governance subjects,and analyzes the specific reasons.Then,on the basis of the experience of domestic and foreign joint production,this paper puts forward the countermeasures of wuhan’s bike-sharing.It is mainly carried out from three dimensions of government,enterprise and citizen.The specific content is as follows: the governmentmakes overall arrangements to build a common governance mechanism;Enterprises take multiple actions and strengthen self-regulation;We will stimulate the internal drive for citizen participation.This paper holds that the theory of co-production is applicable to solve the governance problem of Shared bikes in wuhan city.By stimulating the enthusiasm of multiple subjects to participate in the governance of Shared bikes,co-production enables the government to reduce investment and obtain better public services.
