The Research On The Policy:(for) Encouraging And Regulating The Development Of Shared Bikes In Chengdu

As a typical representative of the sharing economy,shared bikes are listed as one of China’s "new four inventions" along with high-speed rail,alipay and online shopping.Since 2015,shared bikes have been rapidly developed and widely promoted in Beijing,Shanghai,Guangzhou,Shenzhen and Chengdu.After entering Chengdu in mid-November 2016,bike-sharing has gradually become one of the important means of transportation for citizens within just two years.While meeting the needs of citizens for convenient travel,shared bikes also have a series of problems,such as parking chaos,traffic congestion and deposit risk,which bring great challenges to urban governance.These concentrated problems and contradictions force the government to respond to the situation.These concentrated problems and contradictions force the government to respond to the situation.In particular,the government should formulate and issue relevant policies and regulations in a timely manner to correctly guide and support the healthy and orderly development of shared bikes.Taking Chengdu as an example,the departments of transportation,urban management and public security jointly issued the trial opinions on encouraging the development of shared bikes in March 2017,becoming the first city in China to issue policies to encourage and regulate the development of shared bikes.The release date of this document is even earlier than the "Guidance on Encouraging and Regulating the Development of Internet Rental Bicycles" jointly issued by the Ministry of Transportation and other 10 departments for about half a year,which fully reflects the spirit of Chengdu Municipal Government and relevant departments that dare to try first,explore and innovate.This paper aims to study a series of policies to encourage and regulate the development of shared bikes in Chengdu through policy analysis,and analyze the process of policy implementation.Based on policy system theory,interface management theory,policy network theory and policy tool theory,this paper comprehensively uses policy system analysis method and normative analysis method to analyze relevant policy documents from the perspective of policy subject,policy content and policy tool,and further proposes countermeasures and suggestions for improving policies.
