Shared bicycles swept the country in a short period of time, but quickly fell into crisis. This paper summarizes the main problems such as disorderly parking, user money risks and unprofitable in the shared bicycle industry, and points out that poor user behaviors, ineffective operations and imperfect legislative enforcements have caused the industry chaos. This paper expounds the necessity of introducing and improving legal supervision to make the long-term development of the industry from the perspective of making up for the inherent market defects and balancing the overall interests of the whole society.China’s current shared bicycle legal supervision system is composed of traditional laws, central level regulatory documents and administrative rules and local regulatory documents.Bicycle sharing is a new service mode and it is difficult to regulate them by national law in advance. Therefore, all kinds of normative documents and regulations are the main body of sharing bicycle legal supervision. After sorting out the texts of various central and local legal supervision documents related to shared bicycles in China, this paper points out that there are problems such as the legal effect is too low, multiple management, and many regulations cannot be implemented. Then, for solving the legislative problems and the existing disorderly parking and unprofitable problems of shared bicycles, this paper gives some legislative proposals such as raising the level of legislation, improving the legislative content, and clarifying the supervisory responsibilities. Finally,it makes predictions on the development of the industry in the future, and proposes legal supervision and prevention recommendations such as improving information protection legislation and vigilance against market dominance in response to possible leakage of user information and deterioration of product service quality in the future.
