Available from the beginning,Shared cycling is due to supplement the "last one kilometer" of public transportation,and is widely welcomed by the masses,coupled with the Shared cycling low carbon,environmental protection,green travel,sharing economic attribute characteristics of good fit the new development concept,to a certain extent,ease the pressure on the government to provide public services,also so got around the government’s encouragement and support,Shared cycling in the background of rapidly popularized in the whole country.In the early stage of bike-sharing development,due to the lack of necessary government regulations,and the fact that some car companies only put financial interests first and produced and overinvested in spite of public and social benefits,a series of urban governance problems eventually broke out after a period of disorderly development.After studying relevant foreign and domestic literatures,the author concludes that the normative management of shared bikes can be better realized only by studying the three aspects of government governance,multiple collaborative governance,big data and intelligent management.At the same time,the author studied a series of beneficial explorations on the standard management of shared bikes in some foreign countries and some domestic cities,and drew the practical experience of perfecting the governance system,strengthening the digital construction,perfecting the supporting policies,promoting the technology enabling,and building the co-governance system.Overall,at present still did not form effective domestic,into the system,can promote the sharing bicycle specification management pattern,the author by sharing into greater China bicycle specification management problems as the breakthrough point,locate from the problems,and starting from the origin of find out into greater sharing the effectively solve the solution to the problem of bicycle to standardize the management,so as to provide scientific and effective management means for the government,for the enterprise to provide reasonable operation mode,construct a standardized mode of governance.The author first elaborates the development of shared bikes in Chenghua District in detail,as well as the contents and results of the standardized management pilot of shared bikes in Chenghua District.It can be seen from the following that the study of Chenghua District as a typical sample of the standard management of shared bikes is of strong representativeness and richness.Moreover,the pilot project of standard management of shared bikes in Chenghua District was carried out under the guidance of the Ministry of Housing and Urban-Rural Development,which is pioneering and demonstrative to a certain extent.The author further explored the problems in the standard management of shared bikes in Chenghua District,and listed six main problems.With the combination of government regulation theory,public governance theory,big data management and analysis theory,the author excavates and summarizes the existing problems,and concludes the causes,that is,the government regulation effectiveness is not fully exerted,the public governance theory is not fully practiced,and the big data management and analysis theory is not applied accurately.Finally,from the perspective of the causes,it is proposed to realize the standardized management of shared bikes through the improvement of system construction,service construction and platform construction.The author hopes that Chenghua District can make up the "last kilometer" of the standard management of shared bikes through the above countermeasures and suggestions,so that the management of shared bikes can be truly standardized.Hope to explore in greater China practice a kind of government regulation and public governance as the power base,big data management and analysis theory for subsidiary mode of governance,formed to experience,build to model,and even the whole country set up for other areas to the success of the fresh management model,to solve the problem of sharing good bike specification management make a difference.
