Research On Shared Electric Bikes Operation In Baise City From The Perspective Of Holistic Governance

Shared electric bikes are a new mode of transportation and travel along with the concept of shared travel.It was originally derived from bike sharing,the emergence of shared electric bicycles provides more options for people to travel short and medium distances.It has flexible,convenient,efficient and other characteristics,once launched,widely welcomed by the market.However,compared to bicycles,the safety,environmental protection,disorderly management,and possible impact on the urban landscape of shared electric bicycles have been questioned.On the one hand,the demand of people choosing to share electric bicycle travel is growing,on the other hand,sharing electric bicycle management mechanism system,ways and means can’t keep up with the growth of shared electric bicycles.It’s an urgent issue to be resolved that as a government department how to balance the people’s demand for better travel vision and better governance of shared electric bicycle,guide the standardization and healthy development of the shared electric bicycle industry,so that the city is more civilized and more warm.The Ministry of Transport,in conjunction with the Central Propaganda Department,the Central Internet Information Office,Reform Commission and other 10 departments are closely focused on public travel needs to actively explore the important role played by the sharing economy in urban transport travel in the Internet era,proposed to not encourage electric bike sharing development,to shared electric bicycles do not encourage the development of guidance.However,this document has been issued for 4 years,with the iterative update of Internet technology,the actual situation of shared electric bicycles around the world is very different than it was four years ago.In this context,this paper selects "the regulation of shared electric bicycle operation" as the research direction.We use public management theory from a pluralistic perspective to analyze the current situation,problems and regulatory countermeasures of the operation and supervision of shared electric bicycles in Baise City.On the one hand,this study provides theoretical support for the standardized development and operation management of shared electric bicycles,and puts forward different views on the early guidance issued by relevant national ministries and commissions.On the other hand,this study points out the current problems of shared electric bicycles in Baise City and analyzes the causes,proposes countermeasures to solve them,provide practical references for the decision making of relevant government management departments.Firstly,this study describes the characteristics of shared electric bicycles and the application of shared electric bicycles in the city of Baise,from the national,provincial and municipal levels of government to elaborate on the attitude towards the regulation of shared electric bicycles,analyzed the practice of Baise City government in regulating the operation of shared electric bicycles.Secondly,we collected and understood the main problems and contradictions in the operation and supervision of shared electric bicycles in Baise City through research and interviews,internet search,etc.I summarized the problems of fragmentation of regulatory mechanism,fragmentation of governance subjects,fragmentation of regulatory effect,and fragmentation of basic function performance,after that I compared the situation before and after regulation,and these problems are comprehensively elaborated.After theoretical and empirical research,the countermeasure suggestions of integrating governmental regulatory system,integrating operational regulatory bodies,establishing holistic operation mechanism and integrating basic functions are finally proposed.This paper examines the problems and suggestions for countermeasures to regulate the operation of shared electric bicycles under a holistic governance perspective,aiming to provide a governance theory for the regulation of shared electric bicycle operations where the division of responsibilities is too clear,Building a new model of holistic governance to improve the overall effectiveness of the regulation of shared electric bicycle operations,further facilitate people’s travel and improve the happiness of city residents.
