| With the development of the new public service theory,the service subject of quasi public goods has gradually developed from a single government subject in the traditional public service theory to a pattern of government regulation and market providing specific services.As a quasi public service product,in the process of China’s market-oriented reform,the government also began to gradually transfer the management function.By introducing the market subject,it weakened the management role of the government and highlighted the service function of the government.As the main body of power supply in the power market,creating a good business environment for power enterprises is the key to the success of power industry marketization,which puts forward higher requirements for the optimization of business environment in China.This paper studies the optimization of business environment of Tianjin electric power enterprises.The first part is the introduction,which analyzes the background,research status at home and abroad and related concepts and theories;The second part analyzes the current situation of the business environment of power enterprises in Tianjin.Through the analysis,it can be found that the business environment of power enterprises in Tianjin has significantly increased with the improvement of the national level,a series of policies issued by Tianjin municipal government and the economic and social environment,and the number of power enterprises in the power industry has realized market-oriented competition.However,on the whole,Tianjin electric power enterprises still face great threats and disadvantages in the optimization of business environment,which need to be paid attention to.The third part analyzes the problems and reasons of the business environment of power enterprises in Tianjin combined with the interview questionnaire.Through the analysis,it is found that the business environment of power enterprises in Tianjin mainly has several problems: there is still a certain gap between the construction requirements of government environment and business environment,the market environment does not meet the requirements of power enterprises to participate in competition,the restriction of social environment on business environment,and the mismatch between technical environment and business environment.The main reasons for the problems are that the government’s management and service functions are not clear,the government’s business environment optimization policy design is unreasonable,the social integrity system is not perfect,and the innovation platform construction and talent introduction incentive mechanism are not perfect;In view of these problems and existing reasons,the fourth part discusses the experience of domestic power business environment optimization,and extracts the specific enlightenment of these experiences by summarizing the experience of local governments in Qingdao and Guizhou;Based on the above analysis,the fifth part puts forward the countermeasures and suggestions for the problems existing in the business environment of power enterprises in Tianjin,including accelerating the transformation of government functions,consolidating the decisive role of the market in resource allocation,paying close attention to the construction of social environment and promoting the reform of innovation environment.The last part is the conclusion of this paper. |
