| In the context of the "double carbon" target,China has accelerated the construction of a low-carbon and efficient energy system and promoted the transformation and upgrading of the traditional power system to a new type of power system.The demand for flexibility resources in the new power system,mainly wind power and photovoltaic,has been rising,and energy storage,as an important flexibility resource,will be a key technology to solve the problem of grid connection of new energy generation,improve the penetration rate of renewable energy,enhance the flexibility,safety and stability of the power system,and support China’s energy development strategy.In recent years,influenced by market demand and policy guidance,the energy storage industry has ushered in a rapid development phase,but there is still a large gap between the high-quality standardised development of energy storage,and energy storage still faces many problems in its realistic development.After introducing the development status and policy evolution of energy storage,the paper uses a multi-layer analysis method from a quasi-public goods perspective to analyse the specific position of energy storage in the utility layer-supply layerconversion layer of the power system.In the utility layer,power system energy storage has three types of potential utility:its own operational utility,system utility and social utility,and is positioned as a private good(U3),a quasi-public good(U2)and a public good(U1)respectively in the utility layer;power system energy storage has the attributes of a private good(S3)in the supply layer;the participation of energy storage in power system operation changes the conversion layer from C3(high entropy:low energy efficiency and low recovery rate)to C1(high entropy:low energy efficiency).,low recovery rate)to C1(low entropy:high energy efficiency,high recovery rate).The multiple properties of energy storage in the utility layer determine that it has positive externalities,generating positive externalities for the relevant entities in the power system,the power system itself and society.The analysis is based on specific criteria affecting the positioning of energy storage in the utility and supply layers,and the influencing factors for the development of energy storage in power systems are clarified,i.e.policy,market and technology.Based on this,the thesis proposes that China’s power system energy storage policy has limited incentive mechanism regulation,the actual implementation of the policy is not ideal,the lack of safety management standards for energy storage systems,the energy storage market has low enthusiasm of market players,energy storage costs are difficult to channel,energy storage commercial development model is single,the maturity,adaptability,economy and safety of energy storage technology needs to be improved.The research analyses the specific causes of the problems,including insufficient policy incentives,imperfect market construction and unclear strategic planning for technology development,but regardless of the level of analysis,it is difficult to ignore the reason that the positive external utility generated by energy storage participation in power system operation is not reasonably compensated.Therefore,based on the cooperative game theory,the Shapley value method is used for case analysis to quantify the external utility of energy storage in the operation of the power system,to show that under the normal operation of the market and reasonable and effective incentive policies,the full value of energy storage in the operation of the power system can be clarified and the reasonable redistribution of energy storage value can be achieved,which is the key to break the dilemma of energy storage development in the power system and ensure the sustainable development of the energy storage system.The key to sustainable development of energy storage systems.On this basis,combined with China’s actual development situation,to promote the development of power system energy storage countermeasures proposed,specifically including the improvement of power system energy storage development mechanism,promote the construction of the market,strengthen the technical aspects of energy storage support and other measures to help the sustainable development of energy storage. |
