A Study On The Governance Of Migrant Workers' Wage Arrears In Gui'an New Area

With the deepening of China's reform and opening up,the economic and social development has made great progress,the migrant workers has made great contributions to the acceleration of industrialization and urbanization.However,in recent years,some social unrest events caused by migrant workers' failure to get their due remuneration on time.The problem of migrant workers' wage arrears is widely concerned by our society.The problem of migrant workers' wage is not only a livelihood problem and economic problem,but also a political problem and social problem.The governance of migrant workers' wage arrears is an important measure to effectively safeguard the legitimate rights of migrant workers,maintain social stability,and promote the steady and healthy development of economy and society.But the existing governance measures can not completely solve the problem of migrant workers' wage arrears.This paper studies the governance of migrant workers' wage arrears in Gui'an New Area,analyzes the problems and causes in the governance process,and puts forward some countermeasures to solve the problem of migrant workers' wage arrears in Gui'an New Area.Through questionnaire survey,interview,comparative research and other research methods,this paper analyzes the current situation,achievements and problems of migrant workers' wage arrears governance in Gui'an New Area by using cooperative governance theory and sports governance theory.Through the study,it is found that due to the imperfect labor security policies and regulations,weak labor supervision and law enforcement force,weak sense of responsibility of labor employers,lack of smooth channels for migrant workers to reflect their demands,the competent departments of the industry do not fulfill their regulatory responsibilities,the government departments do not work closely in the process of law enforcement and supervision,and the labor employers do not implement the policies and regulations,migrant workers' awareness of law.Therefore,based on the experience of Chongqing Liangjiang New Area,Chengdu Tianfu New Area,Shaanxi Xixian New Area and Qingdao West Coast New Area in the governance of migrant workers' wage arrears,combined with the problems existing in the governance of migrant workers' wage arrears in Gui'an New Area,and based on the theory of cooperative governance theory and sports governance theory,this paper puts forward some suggestions: strengthen the coordination and linkage of departments to participate in governance,standardize the labor market order,and establish multi-channel anti-corruption mechanism,establishing a long-term cooperative governance mechanism with government leading and social participation to protect the rights and interests of migrant workers.The purpose of this paper is to take positive and effective measures to deal with the problem of arrears of migrant workers' wages,and effectively safeguard the legitimate rights and interests of migrant workers.
