A Study On The Governance Of Wages On Migrant Workers In Longquan City Construction Industry In The View Of Polycentric Governance Theory

Rural migrant workers are an important force in China’s modernization construction.However,due to the lack of standardized labor management in the construction labor market and the low cultural quality and weak status of migrant workers themselves,the situation of construction project arrears of migrant workers’ wages often occurs.In the past three years,Longquan City has continuously strengthened the governance of the construction industry migrant workers’ arrears in the construction process of "no arrears pilot county",formulated a series of policy documents on the governance of arrears of wages,carried out the "six systems" of labor and employment management of construction projects,and tried to cure the problem of migrant workers’ arrears in construction industry from the direction of strengthening government governance.The low degree of participation in the process of governance has affected the improvement of governance efficiency,and there are still many complaints about arrears of wages.The governance of arrears of wages is in trouble.From the perspective of Eleanor Ostrom’s polycentric governance theory,using the methods of literature research,data analysis and interview survey,this paper summarizes the causes and Countermeasures of domestic scholars on the governance of migrant workers in construction industry,introduces the basic concepts of migrant workers,wages,labor relations,etc.,and the origin and basis of polycentric governance theory.Through the investigation,interview and data analysis,this paper investigates the current situation of the construction industry of Longquan City,analyzes the governance difficulties and causes,and finally puts forward the countermeasures and suggestions for the governance of the construction industry farmers in Longquan City from the perspective of multi center governance.Through the intervention of government forces,while strengthening government governance,it is necessary to establish relevant systems and mechanisms,make good use of the guiding role of market mechanism for construction enterprises,give full play to the supervision role of migrant workers on the labor employment of construction enterprises,and guide the construction labor market to gradually move towards the standardized multi center governance mode of arrears of wages.
