With the rapid development of industrialization and urbanization in our country,the vigorous development of the construction industry promotes the continuous development of our economy.The large number of peasent workers in the construction industry is an important part of the development of the construction industry,which has made outstanding contributions to social development and urban construction.However,the legitimate rights and interests of peasent workers are difficult to be guaranteed after they have paid their labor.The problem of wage arrears frequently occurs,causing social conflicts and a series of social problems,which has seriously affected the fairness and stability of society.The construction industry in Y County of Wenzhou City shows a stable development trend,but the problem of wage arrears is also prominent.After the establishment of "Y county has no wage arrears" action,the problem of arrears has been controlled to a certain extent,but in terms of the overall vision,the governance situation in Y county is still severe.Therefore,in order to protect the legitimate rights and interests of peasent workers in the construction industry from being infringed,to promote the standardization of market behavior in the construction industry and to maintain social stability,it is necessary to study the governance of wage arrears of peasent workers in the construction industry in Y county.This paper uses literature research and field research methods to obtain data related to the research content,combined with the data obtained,the paper accurately analyzes the current situation of wage arrears of peasent workers in Y county and the governance situation.The research results show that the wage default of peasent workers is a common phenomenon of Y County,and it has the characteristics of many times,large amount and long time of default,which is universal,typical,diverse and serious.Among them,the wage default caused by disputes accounts for more than half of the total,the case is complex and difficult to deal with,and there are hidden dangers of extreme group events.At present,there are some difficulties in governance,such as the low attention of the government,the weak law enforcement force of the level institutions,the difficulty of full coverage of various governance systems,and the difficulty of joint efforts of various governance subjects.Then from five aspects of law,construction unit,construction unit,individual peasent workers,policy and so on,this paper analyzes the reasons why it is difficult to control the wage arrears of peasent workers in the construction industry of Y county.Finally,the paper puts forward four governance countermeasures,which are to improve the system of legal punishment,to standardize the main participants in the construction industry,to establish a long-term governance mechanism and to promote the self-improvement of peasent workers.Through this study,the paper puts forward the countermeasures to deal with the problem,which is suitable for the actual situation of the construction industry of Y County,provides a theoretical reference for y County,and has important practical guiding significance for protecting the legitimate rights and interests of peasent workers,promoting the standardized management and social stability of the construction industry of Y county.It is hoped that it will have certain reference value and significance for the governance of other county-level governments.
