Weizhou single point mooring system,located in the west of Weizhou Island,is the second set of CALM system in China's mainland after Maoming single point.Nowadays,the competition in the oil industry is becoming more and more fierce,and the advantages of using Weizhou single point for crude oil transportation have become increasingly prominent.Compared with the traditional deep water wharf,it can not only operate in bad environment,but also has low investment cost and high efficiency.98%of the crude oil output tasks in Weizhou Oilfield are completed by Weizhou single point.Weizhou single point has been put into use since August 1998,and has been exposed to a completely open marine environment for a long time.Except for some daily inspection,only some maintenance has been carried out on some parts department.This overhaul project is the first large-scale maintenance operation since Weizhou single point was put into use.Through this maintenance operation,we can find the hidden danger of Weizhou single point since it was put into use,stop the occurrence of all kinds of unsafe conditions in advance,and ensure that the oil transportation operation in the future can be carried out safely.Complete the goal of offshore oil quality,health,safety and environmental protection policy,no accident and no pollution.Promote the sustainable development of offshore oil,effectively realize safe production,and create economic benefits under the difficult global oil industry economic conditions.In this paper,we mainly use checklist method,brainstorming method and preanalysis method to analyze the risk factors in overhaul project,then use risk matrix method and analytic hierarchy process to evaluate all kinds of risks,and finally put forward a series of countermeasures and monitoring measures.The main research contents are as follows: According to the characteristics of Weizhou single-point overhaul project,a practical safety risk management model is constructed.And I do the study with the help of professional engineers' practical work experience and previous operation data.This paper through the use of checklist and other professional risk identification tools,identified the safety risk factors of overhaul engineering one by one,a total of 57 safety risk factors are identified,and classified according to human,machine,material,environment and management,which provides the basis for risk evaluation and risk response in the later stage.On the basis of risk identification,the single risk factors of Weizhou overhaul project and the overall risk of the project are evaluated by using the risk matrix method and the analytic hierarchy process method.It is clear that the overall risk of overhaul project is acceptable and the project can be carried out smoothly.According to the results of risk evaluation,18 risk countermeasures were put forward from five aspects: human,machine,material,environment and management,in addition,a comprehensive risk response and a risk monitoring measure has been forward.
