The Research Of Security Risk Management For Catenary Of Hefei-wuhan Passenger Dedicated Railway (Hubei Section)

With the rapid development of China's high-speed railway,the traditional security management model can't meet the requirements of the current security management of operation,how to predict security risks,assess risks,control risks,reduce or eliminate the risk of safe production,how to build a sound risk management system to control the failure or accident in the minimum range,to ensure the safe and stable operation of the railway,it's an important task for us to solve urgently.First of all,this paper introduces the development of security risk management and the security risk management of railway at home and abroad,and then the security management and security risk management of the catenary in Hubei section of Hefei-Wuhan Passenger Dedicated Railway are compared.On the basis of inheriting,it's effective security management experience and method,the disadvantages of existing security management are put forward,and identify and evaluate the risks of the catenary of Hubei section of Hefei-Wuhan Passenger Dedicated Railway by means of fishbone diagram and fuzzy comprehensive evaluation.Effective measures and methods are formulated for the identified risk with the risk management theory.And use case to demonstrate the effect of implementation.During the period of participating in security risk management of Hefei-Wuhan Passenger Dedicated Railway(Hubei section),and putting forward the ideas and suggestions of constructing the security risk management system,focusing on the three systems of security assurance,security risk control and security evaluation.Based on the production practice,the risk awareness of the cadres and workers has been improved,and the security management foundation has been enhanced,and the ability of all levels of management to control field security has been improved.The security,stability and high quality power supply of the catenary of Hefei-Wuhan Passenger Dedicated Railway have been ensured.Through the implementation of security risk management,the number of failures and trips decreased year by year in Hefei-Wuhan Passenger Dedicated Railway(Hubei section),the effect of security risk management has been reflected.At present,the security risk management experience has been popularized in the power supply section.It also can provide reference for the safety management of catenary in other passenger dedicated railway.
