In the process of China's economic and social development,energy consumption is increasingly serious,especially in the power consumption.In order to further enhance the support for economic and social development,China continues to increase the support for the development of electric power,and the role of electric power in the national economy is more prominent.Under the traditional mode,the construction management of engineering projects usually only pays attention to the initial investment,but does not form a dynamic management mechanism,and does not scientifically and effectively control the capital expenditure in the follow-up operation process,such as daily expenditure,maintenance cost and scrap loss,that is,it does not take the whole life cycle cost control,which makes it difficult to achieve fine management of project cost,In the end,it has a negative impact on the project investment profit.For this reason.It is necessary to comprehensively control the project investment status from the perspective of life cycle,realize the whole process cost management from design to scrap,and ensure the good return of project investment.On the basis of collecting the existing research results of project cost management,referring to the latest policies and systems in this field,this paper introduces the literature method and induction method to comprehensively explore the problems of substation project cost management in China.Taking Lixin 110 k V substation project as the research object,guided by the theory of life cycle cost management,this paper analyzes the life cycle cost of Lixin 110 k V substation project by using the value engineering method,identifies the existing problems,and analyzes the causes of the problems,so as to improve and optimize the life cycle cost management of the research object;Through the introduction of the theory of life cycle cost optimization,this paper makes clear the stages needed to realize the optimization,then further determines the objectives of each stage,and elaborates the path and method of cost optimization in detail.Finally,the paper comprehensively explores the project life cycle cost optimization management and control system,takes the value engineering theory as the basic tool,focuses on the description of the life cycle cost management and control method,at the same time,fully combines the technical and economic factors,on the basis of ensuring the quality,completes the substation project construction with the minimum cost investment,reflecting its significance and value.We hope that through the use of rich and detailed data and information to achieve a comprehensive analysis of the research object,we can form a targeted cost control optimization strategy,clarify the specific processes and methods,and provide important theoretical guidance for the follow-up theoretical research in this field.At the same time,we can also provide a useful reference for the future project cost management practice,so as to effectively promote the modernization of China's power industry Modern development.
