Research On Garbage Classification And Governance In Shanghai From The Perspective Of Collaborative Governance

Since the 21 st century,in order to solve the contradictions between agriculture,rural areas,industry and cities,the state has adjusted its economic structure through continuous urbanization,which has greatly promoted economic prosperity,improved the material living standards of residents,and brought a huge amount of domestic waste.As a representative of a new economic city,Shanghai shoulders the important task of economic development.With the rapid development of the economy,a large number of foreign talents and workers have poured into Shanghai,and the amount of domestic waste produced in Shanghai has risen sharply.As one of the first cities to implement waste sorting,the process of waste sorting and management in Shanghai was not smooth,and there were also difficulties and obstacles.Therefore,this paper will combine the cooperative treatment theory to study the process of garbage classification and treatment in Shanghai.First of all,the research background and significance of garbage classification and cooperative treatment are expounded,and on this basis,the relevant literature at home and abroad is collected,analyzed and summarized.Secondly,through the analysis of the historical process of garbage classification in Shanghai,combined with the theory of cooperative treatment,through the study of literature,questionnaire survey and comparative analysis,this paper studies the problems in the classification and treatment of domestic waste in Shanghai,and summarizes the difficulties it faces in carrying out this work.These difficulties are mainly manifested in the dilemma of garbage source classification;the dilemma of residents participating in garbage classification;the dilemma of property companies and the dilemma of resource recycling enterprises in garbage classification.The author thinks that the reasons for the formation of the above problems are: the lack of government leading ability,the low degree of marketization of garbage industry,the weakness of non-governmental organizations,the low rate of formation of household garbage source classification and so on.Through comprehensive analysis,the author thinks that by absorbing and drawing lessons from the experience of garbage classification and treatment in many developed countries,the author putsforward some suggestions and solutions to the main bodies of garbage classification and treatment in Shanghai.Let Shanghai municipal solid waste classification and treatment results to a new level.
