With the improvement of living standards,the number of rural municipal solid waste(MSW)is increasing day by day.Due to the slow development of environmental protection in underdeveloped areas over the years,coupled with the limitations of the level of financial funds,the problem of rural MSW has become increasingly prominent.How to effectively control rural domestic waste has become an urgent problem to be solved in rural work.In order to further understand the reasons for the problems existing in the treatment of rural domestic waste in underdeveloped areas and the main difficulties in the treatment process,this paper chooses the present situation of rural domestic waste treatment in Meizhou,Guangdong Province as the research object.The investigation and analysis of 500 villagers in 20 villages in 11 towns were carried out.It is found that the present situation of rural garbage in Meizhou is the rapid growth of the total amount of garbage,which has far exceeded the natural degradation ability of nature.A large number of plastic products flow into rural life,at the same time,more and more kitchen waste can not be solved by feeding,and the extensive use of chemical fertilizer has led to a gradual reduction in composting methods;construction waste and furniture mainly inertia waste began to appear in large numbers.Through the establishment of the rural four-level garbage treatment system of "household collection,village concentration,town transit and county disposal",Meizhou is characterized by continuing to strengthen the responsibility of the government in rural garbage treatment and further clarify the division of responsibilities among governments at all levels.There are six main dilemmas in the treatment of rural domestic waste in Meizhou: first,the government is regarded as the main body of rural garbage treatment,and other organizations are not brought into the treatment system;Second,the funds are limited,although the support of financial funds has been increasing in recent years,but because of the previous environmental debt is too much,resulting in funding constraints.At the same time,the private funds do not play a good role in the cause of environmental protection.Third,farmers’ awareness of ecological environmental protection is weak,and it is difficultto carry out rural garbage classification and disposal.Fourth,most farmers have not received professional training in environmental protection knowledge,so it is difficult to deal with garbage classification;fifth,farmers It was not recognized that the real beneficiaries of environmental protection were themselves and did not have the ownership of environmental protection.The conclusions of the study are as follows:The main results are as follows:(1)the treatment of rural domestic waste in underdeveloped areas does not carry out waste classification and recycling at the source,improve the reuse rate of resources,reduce the total amount of waste,and the proportion of waste incineration is large.Due to the limited funding,there is no more efficient waste treatment mode,such as "high pressure pressing biological treatment / heat treatment" mode,kitchen waste source comminuted combustible waste heat treatment mode,Domestic waste "source decrement end comprehensive utilization" treatment technology model.(2)from the experience at home and abroad,rural domestic waste management needs multi-center collaborative management,including the government,environmental protection enterprises,community,villagers and other four main bodies need to build a communication platform,joint consultation,in order to maximize the public interest.At the same time,through continuous technical research,improve waste reduction,recycling technology.Based on this,the paper puts forward that the construction of multicenter governance system should be strengthened in underdeveloped areas,the advantages of all kinds of subjects should be brought into full play,and the development of environmental protection should be realized.First,at the government level,combined with the local reality to formulate a practical policy specially suitable for the treatment of rural domestic waste;Strengthen financial support,strengthen the alliance with the financial industry,private environmental protection organizations and so on,and encourage the main body of the market to carry out rural domestic waste control through bank financing;Actively fulfill the regulatory obligations,strengthen the assessment of the effect of garbage treatment in the daily operation of enterprises,enhance the awareness of responsibility of these enterprises,for enterprises with good assessment can be in tax,credit,land use And provide the necessary support and reward in the aspects of technology,market and the like.And alsostrengthen the cultivation of the environmental protection awareness of the children in the rural areas.The second is the enterprise level,which allows the enterprise to make profit when participating in the self-care system of the rural life,to enhance the social responsibility of the enterprise,and to adopt the latest garbage transportation means and be equipped with sufficient personnel.At the same time,we should strengthen the investment of scientific research funds,cooperate with colleges and universities,learn from the advanced experience at home and abroad,and strive to use the best advanced management experience and the most advanced equipment in the treatment of rural domestic garbage,and improve the efficiency of the rural domestic garbage treatment.Third,the community level and the self-government institutions fulfill their responsibilities and promote the awareness of the ecological environment of the villagers Praise advanced punishment for backwardness.Fourth,at the level of villagers,improve villagers’ awareness of environmental protection.
