With the advent of the knowledge economy,the world economic structure has been continuously optimized and upgraded.The traditional model of extensive and resource dependent economic growth has been gradually replaced by the innovation-driven development.The scientific and technological revolution has become a powerful lever to promote economic progress and social development.As the most important achievement of the scientific and technological revolution,intellectual property has become a strategic resource of an enterprise,a region and a country,which is an important driving force for the sustained economic growth of our country.Under the background of "quantity layout and quality winning" of intellectual property rights in China,this study makes a comparative analysis on the intellectual property operation efficiency of the three major innovation subjects in China,which is of great significance to further improve the construction of the China's intellectual property operation system and realize the development of innovation-driven development.This study,guided by the theory of operational research,statistics,economics and intellectual property management,is focused on the main line of the "efficiency evaluation of China's intellectual property rights".Firstly,this study defines the concepts of "innovation subject","intellectual property","intellectual property operation" and "operation efficiency of intellectual property" based on literature review.Then,based on the data of patent operation,this study cards the current situation and existing problems of intellectual property rights operation in China on the basis of the definition.Through the traditional DEA,the super efficiency DEA and the network DEA,this paper calculates and compares the intellectual property operation efficiency of universities,enterprises and scientific research institutions of various provinces and cities in China and analyze the operating differences between different regions of the same region and the different regions of the same innovation to find out the weak links in the process of the operation of the intellectual property rights in each region.Using Malmquist index to analyze the changes of intellectual property operation efficiency in universities,enterprises and research institutions from the national,regional and provincial levels.Lastly,this study puts forward countermeasures and suggestions for improving China's intellectual property operation efficiency.This study calculates the intellectual property operation efficiency of the three major innovation subjects in China,and finds the operating efficiency of Chinese universities,enterprises and scientific research institutions is significantly lower than 1.It is imperative to improve the operating efficiency.The level of intellectual property operation of universities,enterprises and scientific research institutions in the same region is quite different,while the intellectual property operation efficiency of the three major innovation bodies is not balanced in the regional distribution.It shows no inevitable connection with the level of economic development.The intellectual property operation efficiency of universities,enterprises and scientific research institutions in our country shows a downward trend.The enterprise's intellectual property operation efficiency has fallen most,followed by universities,and scientific research institution.The decline of technological progress is the main reason leading to the fall in efficiency of intellectual property in China.Therefore,it is important to make good use of the "tangible hands" and "invisible hands" of the government and the market.What's more,it also needs to improve the mechanism of cooperation in production and study,and speed up the construction of the Chinese intellectual property operation system.
