Social Work Participation In The Cultivation Of Social Organizations In Poverty Alleviation Relocation Communities ——Take Y Community In Panzhou City As A Case

Poverty alleviation relocation is not only an important means to improve and restore the ecological environment,but also a necessary measure to help poor people improve their working and living conditions and get rid of poverty.During the13 th Five-Year Plan period（2016-2020）,a total of 1.92 million people were relocated from inhospitable areas,and a total of 949 centralized resettlement sites and 465,000 housing units were built in Guizhou,bringing the task of relocating and resettling poor people from inhospitable areas to an end.In order to promote the settlement residents to adapt to the new environment of the community,the Department of Civil Affairs of Guizhou Province injected power into the following work in the relocation of poverty alleviation in inhospitable areas by the means of purchasing project.Therefore,we should clearly investigate the current developing course of project in poverty alleviation relocation community,find out the problems and figure out the reasons in the process of cultivation,and explore the practical ways of social work,which is crucial to adapt to the change of society for poverty alleviation relocation community residents and beneficial to the innovation of exploring community governance mode,as well as boosting social modernization construction in China.In addition,the author hopes that social organizations in the relocation communities can truly developed,and meet different service demand from the residents through professional social work intervention.Meanwhile,the author also hopes improve the residents ability in participating in community services to achieve the purpose of the residents’ autonomy on the basis of promoting social organizations to participate in community governance.By taking Y community in Panzhou city as an example,this paper analyzes and studies the cultivation process of social organizations in the poverty alleviation relocation community,and takes use of professional methods and skills to cultivate and develop social organizations,stimulate the vitality of the organization,and help decrease the community burden.Based on the theory of regional development model and he basic situation of poverty alleviation relocation community,this paper analyzes the necessity and feasibility of fostering social organizations.The author illustrates the cultivation process where social workers participate in social organizations in the view of the project.And the author learned about the dilemmas for social workers to participate in the cultivation of social organizations in poverty alleviation relocation communities,including financial dilemmas,talent dilemmas,acceptance dilemmas and identification dilemmas,by collecting data by participatory observation and semi-structured interview and selecting social workers,members of community neighborhood committees and members of community social organizations as interviewees.Then considering the limitations of social work in the process of cultivating social organizations in community,the author finally puts forward some reference suggestions on the level of promoting social organizations in community,assisting community neighborhood committees,calling on the government and social work institutions.
