Research On The Allocation Of Compulsory Education Resources In Shanxi Province Under The Background Of High Quality And Balance

Compulsory education is an education that all school-age children and adolescents must receive and a public welfare undertaking that the state must guarantee.The quality of compulsory education is related to the healthy growth of hundreds of millions of children,national development and the future of the nation.At present,China puts forward the goal of high-quality and balanced development of compulsory education.In order to maintain educational equity and achieve the goal of high-quality and balanced development of compulsory education,we must make the allocation of compulsory education resources more balanced.At the end of 2018,Shanxi Province passed the inspection of the national education steering group,and the expert group determined that the county compulsory education in Shanxi Province has achieved the goal of basically balanced development.At present,the allocation of compulsory education resources in the province is making great strides from basic balance to high-quality balance.Governments at all levels strive to build a basic public education service system with reasonable resource allocation and promote the high-quality development of basic education.The key points for the work of the Ministry of education in 2022 clearly proposed to vigorously promote the high-quality and balanced development of compulsory education.In recent years,Shanxi provincial Party committee and government have attached great importance to the balanced development of compulsory education,promoted the high-quality and balanced development of compulsory education and urban-rural integration,and adopted various ways to promote the balanced allocation of compulsory education resources.After combing the academic achievements related to the allocation of compulsory education resources,this paper selects Shanxi Province as the main object of research.The basic data of indicators related to the allocation of compulsory education resources were collected from the official websites of the Ministry of education,Shanxi Provincial Department of education and various statistical yearbooks.At the same time,the policy documents and reports of the state,Shanxi Province and the media on the balanced development of compulsory education resources were sorted out.Based on the preparatory work done,this paper mainly adopts the research method of statistical analysis to make a quantitative analysis on the resource allocation of compulsoryeducation in Shanxi Province in terms of school running conditions,educational assets,teacher level and educational funds for many years,and selects 9 secondary indicators,such as the average school building area,the average public budget education cost and the number of books per student,Construct the evaluation system of the balanced level of compulsory education resources in Shanxi Province,and use the Theil index model,entropy weight method,critical method and multiplication normalization method to process and calculate the specific data.By analyzing the data,this paper finds out the problems existing in the allocation of compulsory education resources in Shanxi Province under the background of high-quality balance,and puts forward some suggestions and Countermeasures for the high-quality and balanced allocation of compulsory education resources in Shanxi Province.
