With the rapid development of China’s economy and society,the popularization of national policies and the support of the society,compulsory education has entered a new development period from "learning in school" to "learning in school",which is not only the inevitable requirement of high-quality development of education,but also the only way for compulsory education to realize its own transformation and upgrading.In recent years,the county compulsory education has achieved new development achievements.The education funds guarantee is constantly improving,the allocation of education resources is constantly optimizing,the teachers are constantly improving,the quality of education and teaching is constantly improving.The development of compulsory education has changed from realizing "two bases" to the basic equilibrium,and has entered a new period of the balanced development of quality compulsory education.However,in promoting the quality and balanced allocation of county compulsory education teacher resources,we still need to make key breakthroughs,analyze the key points,and continuously deepen the quality and balanced development of compulsory education.In this paper,the current situation of county compulsory education teacher resource allocation is investigated,the gap is analyzed,the dilemma is found,the causes are found,and the corresponding countermeasures are proposed,in order to promote the high quality and balanced allocation of county compulsory education teacher resources,so as to achieve the goal of improving the quality of county compulsory education and promoting the high quality and balanced development.Finally realize the educational goal of cultivating well-rounded people through compulsory education.This study adopts literature research method,questionnaire survey method and interview method,and takes teachers in the compulsory education stage of urban schools and township schools in N County of Sichuan Province as the research object,conducts in-depth interviews with teachers and principals of some schools in the county area,and conducts in-depth interviews based on the collected data.Statistics and analysis,after understanding the specific situation of teacher resources in county-level compulsory education in terms of the number of teachers,teacher structure,and teacher quality,etc.,explore the differences in the allocation of teacher resources in urban areas and township areas in the county,and compare and analyze the distribution of teachers in county-level compulsory education.There are difficulties in the structure of teachers and the quality of teachers.Furthermore,after on-the-spot inspections of some high-quality compulsory education schools in the county,it was found that the main reasons for the predicament are as follows: insufficient system and mechanism guarantee,insufficient implementation of government functions,impact of historical development of schools,and development of high-quality teachers to cities,etc.,and further analyzed the reasons for the unbalanced and low-quality distribution of teachers from four aspects.After understanding the current situation and analyzing the reasons,the corresponding strategies for the high-quality and balanced allocation of compulsory education teachers in the county are proposed: the combination of government macro-control and school micro-adjustment,the coordination of overall teacher allocation and local teacher adjustment,the improvement of the external environment of teachers and the endogenous The integration of development,the leading direction of teacher reform and development,and the targeted training of urban and rural teachers are compatible.The analysis of high-quality and balanced allocation of teachers for compulsory education in counties is carried out from a comprehensive and overall perspective.
