| The main purpose of this research is to reveal the existing problems through the status quo of high-quality educational resources'allocation in the period of compulsory education,then to analyze the reasons that why high-quality educational resources allocation imbalanced, and provide some suggestions for the balanced high-quality educational resources allocation a in the period of compulsory education.Besides, basing on the absorption and inhabitation the research results done by others,the paper done by in-depth field research and analyze,to investigate and think clearly about the values of making high-quality educational resources allocation balanced in the period of compulsory education. At the same time,it tries to find out reasons about the status quo of the imbalanced allocation and come up with suggestion for it.This study through collection, comb, extraction, digestion and absorption the literature data,provides a theoretical reference for the research.What's more, combination and analysis the survey data of compulsory education schools in Quanzhou County, this survey data includes teaching conditions, teacher leveland education fund investment, etc.The survey data elaborates the status quo of high-quality educational resources'allocation in the period of compulsory education of Quanzhou County,then to reveal the existing problems about the city country compulsory education.Combined with other scholars'empirical research, to reveal the existing problems of high-quality educational resources'allocation in the period of compulsory education is that lacking the funding for education investment,which is mainly reflected in lacking of Education and Teaching Equipment,the low utilization rate of educational resources at all-level schools and serious separation between education's"property right"and"affair right",and exist differences in the allocation of Quality education between urban and rural .However, the imbalanced allocation of high-quality educational resources in the period of compulsory education will is not conducive to the balanced development of education,and have different degrees of negative impact on China's educational equity and Social development. Then analyzed the reasons what are caused the imbalanced allocation of high-quality educational resources in the period of compulsory education.Those reasons include that: policy reason is the model of urban-rural dual economic structure, economic reason is economic development imbalanced in urban and rural areas, Education internal reason is the shortage of educational resources,and social reason is that public opinion on the concept of rural and urban schools, differentiated, etc.So, this paper try to provide sugustions for the imbalanced allocation of high-quality educational resources in the period of compulsory education between urban and rural on the basis of adhering to four basic principles (people-oriented principle, the principle of supply and demand balance, equality and the principle of utility maximization). Those sugustions are that:to improve the education rules and regulations and strengthen the construction of Teaching Staff, to enhance the salaries of teachers allocation mechanism, and to improve the county-based management system and increase support for rural education. And then to guide public opinion orrectly and create an atmosphere of equality, sharing resources on the internet by integrating the existing high-quality educational resources.Last one is to bridge the economic gap between urban and rural areas and to exploit the new high-quality educational resources and so on. So as to achieve the purpose to promote quality education's balanced allocation . |
