The balance of compulsory education is a major deployment of the CPC Central Committee and the State Council and an important event in the history of China’s education development in the new era.In recent years,with the implementation of the reconstruction project of weak compulsory education schools in poor areas,the phenomenon of "decline" of school running conditions of rural compulsory education schools has been basically changed,and beautiful school buildings have become a scenic spot in rural areas;With the promotion of "promoting the synchronous construction of urban schools",the super class quota of urban schools has basically disappeared,and the situation of "urban crowding" has been initially alleviated;The goal of basically balanced development of county compulsory education has been basically realized,and the sunshine of educational equity has been sprinkled on every child.In the next stage,the reform of compulsory education will move towards a higher quality and higher level of high-quality balance.City J is located in the middle of Hubei Province and the middle and lower reaches of the Han River.It governs two county-level cities,one county and two municipal districts.In 2015,the city has passed the national compulsory education balanced development assessment,and has achieved a balanced allocation of teaching resources and balanced enrollment opportunities.The city began to actively explore and promote the quality and balance of compulsory education.In recent years,J city has successively issued documents such as ten measures to comprehensively promote the reform and development of the integration of urban and rural compulsory education in the county,narrowing the education gap between cities,villages and schools.City J plans to pass the high-quality and balanced acceptance of national compulsory education in 2035.What is the standard for realizing high-quality and balanced development of education in city J? What experience has J city gained in the process of high-quality and balanced development of compulsory education?What challenges have you encountered? In the process of achieving high-quality balance,is there any deviation between the original intention of policy-making and development objectives? How to deal with the challenges of "high investment and low efficiency" of educational resources,"heavy design and light implementation" of government guarantee,"high quality and low balance" of educational quality and "high expectation and low recognition" of educational satisfaction in the development of compulsory education?Taking city J as an example,this study collates and analyzes the large-scale questionnaire survey data and interview cases of 351 compulsory education schools in five counties and cities under its jurisdiction,and tries to show the real picture of the balanced development of compulsory education in the city in combination with the statistical yearbook of compulsory education in the city,Explore the "bottleneck" and its causes encountered in the balanced development of compulsory education from "basic" to "high quality",and find the municipal goal and realization path of high-quality and balanced compulsory education.And put forward corresponding suggestions to lay a solid foundation for the comprehensive realization of educational modernization.The paper is divided into five parts,the specific contents are as follows:The first part is the introduction.This paper introduces the research background and main significance of this study,combs the existing research literature,clarifies the core concepts,and forms the overall framework of the paper;The second part is the research design.Firstly,it discusses the survey object and tool design of this study,then introduces the sampling design and sample distribution of this study,then makes a hypothesis and model construction for this study,and finally describes the statistics and analysis methods of this study;The third part is the survey results.Describe the current situation of high-quality and balanced development of compulsory education in J city from four dimensions: resource allocation,government guarantee,education quality and education satisfaction;The fourth part is analysis and discussion.This paper analyzes the current situation of high-quality and balanced development of compulsory education in J City,including resource allocation difference analysis,government guarantee difference analysis,education quality difference analysis,parent satisfaction difference analysis,parent satisfaction and influencing factors analysis,and high-quality and balanced path analysis;The fifth part is the conclusion.It points out three self-confidence in the process of high-quality and balanced development of compulsory education in J City: "based on giving priority to the development of education,the foundation of solid development","taking the construction of teachers as the flesh and blood,strengthening the branches of education","aiming at improving the quality of education,blooming the flowers and fruits of education";At the same time,it also faces the challenges of "high investment" and "low efficiency" of educational resources,government guarantee,"emphasizing design" and "neglecting implementation",the challenges of "high quality" and "low balance" of educational quality,and the challenges of "high expectation" and "low identity" of educational satisfaction;The sixth part is the countermeasures and suggestions.In view of the challenges faced in the high-quality and balanced development of compulsory education in J City,this paper puts forward corresponding suggestions: resource allocation should change from "urbanization" to "standardization",government guarantee should change from "pursuing political achievements" to "supporting development",education quality should change from "paying attention to achievements" to "paying attention to literacy",and education satisfaction should change from "meeting demand" to "improving supply". |
