| In recent years,with the development of China’s economy,higher education has undergone tremendous changes,from elite education in the past to popular education now.Great changes have taken place in the quantity and quality of college students.The sense of service to students in colleges and universities has been continuously strengthened.Colleges and universities must change their management concepts,integrate educational resources,reform the student management system,and improve the level of student management,in order to cultivate high-quality talents in the new era.In 2015,government departments put forward the reform of “Delegating powers to lower levels of government”,which means “Streamlining administration and delegating powers,integrating them,and improving services.”.With the official application of the idea of “Letting go of supervision and service”in the government reform in 2017 in the field of higher education,colleges and universities gradually began to change their concepts of education management and set up the idea of“ Student-oriented ” service in response to the different needs of students,the introduction of Government Hall one-stop Service Model,the establishment of a onestop Comprehensive Service Hall.The collaboration between departments is realized,thus promoting the scientific and efficient management of Student Affairs.Based on this background,this paper explores how to construct an ideal one-stop Integrated Service Hall from a New Perspective by using the theory of process reengineering and synergetic governance,which is the embodiment of simplifying administration and delegating power and optimizing service,it is an active exploration and practice of the convenient service for teachers and students in colleges and universities.This study explores the construction of many one-stop integrated service halls in universities at home and abroad,and then studies the development of one-stop integrated service halls in universities in Shanxi Province.By using the methods of Literature Review,questionnaire survey and interview,this paper tries to find out the existing problems in the one-stop Comprehensive Service Hall of Shanxi Universities,it is discussed from the following four aspects: top-level design and department linkage,function division and examination and supervision,construction and concept promotion,service system and service means.And carries on the targeted reason analysis,through the profound reflection one-stop Comprehensive Service Hall present existence question,based on the construction experience of one-stop Comprehensive Service Hall in Universities of America,Britain,Germany and Australia,the paper puts forward some countermeasures which accord with the development of one-stop comprehensive service hall in Universities of Shanxi Province. |
