For a long time,the attention of the state to the quality of teaching materials makes the research on the evaluation index system of teaching materials become an important research direction in the reform of teaching materials.In the course of development,the research of textbook evaluation presents multi-angle and multi-direction research results,which accumulate valuable experience wealth for the research of textbook evaluation in China.However,in the course of these explorations,there are still some problems that restrict the development of textbook evaluation in China,such as imperfect evaluation standard and unrigorous evaluation procedure.Therefore,it is a good idea to try to find a breakthrough from the mature textbook evaluation experience of other countries while consolidating the research foundation of textbook evaluation.This study selects the “Quality Instructional Materials Tool”developed by The American Educational Reports Organization as the research object,and studies the content and features of the tool itself.At the same time,this paper analyzes the practical problems and obstacles facing the textbook evaluation research in China in order to provide some ideas and inspirations for improving and perfecting the textbook evaluation system.This research mainly adopts literature method,historical research method and case method.Firstly,the development background,construction and application process and application status of " Quality Instructional Materials Tool" are sorted out.Among them,the process can be divided into six steps,such as developing evaluation tools and evidence guide,recruiting and training evaluation personnel,carrying out textbook evaluation,contacting publishers to verify the evaluation rules,and publishing textbook evaluation report.Secondly,it selects one of the typical evaluation tools of Chinese teaching materials,namely " Quality Instructional Materials Tool: ELA Grade 3-8" as an example,and describes in detail the structure of the tool,the procedure of tool evaluation,the specific dimensions and indicators of the evaluation list in the tool and the “Evidence Guide”.Then,this paper selects and uses this evaluation tool to analyze the specific case of the implementation evaluation of the American sixth grade Chinese textbook " Study Sync ELA ",shows the details of the implementation and application of the tool,highlights the scoring reasons and scoring evidence of each index in the evaluation report of the textbook,and investigates the practical application effect of the tool.It is found that the tool has five characteristics: it upholds the evaluation concept based on curriculum standards,adopts the evidence-based evaluation method,equips the evidence Guide to guide the evaluation process,adds the evaluation dimension of auxiliary teaching materials,and presents the evaluation results of combination of text and text.Based on the above characteristics,this paper analyzes and discusses the promotion of textbook evaluation development.Finally,from the perspective of cross-cultural overall comparison,combined with the characteristics and current situation of teaching material evaluation in China,the following suggestions are put forward to optimize and improve the teaching material evaluation system in China: First,strengthen the direction of "consistent with curriculum standards" and consolidate the evaluation concept of textbook evaluation system;Second,establish the consciousness of "evidence based",combine qualitative evaluation with quantitative evaluation;Third,improve the evaluation dimension of auxiliary teaching materials,enrich and update the evaluation content of the evaluation system of teaching materials;Fourth,optimize the teaching material evaluation feedback mechanism to display transparent and detailed teaching material evaluation results.
