Research On The Implementation Of Cooperative Policy In Jiaxing Higher Vocational Education Schools

In China,higher vocational education has been reforming the mode of running schools and experimenting with school-enterprise cooperation for more than ten years.With the further reform of education system in our country and the applied transformation of local colleges and universities,the cooperation between school and enterprise has been widely concerned.Deepening the cooperation between local colleges and universities will help to solve the problems of the cooperation between school and enterprise.However,how to generalize and summarize the problems that arise in the course of the implementation of the school-enterprise cooperation policy is an urgent problem that needs to be studied and needs further study by scholars and teachers.Firstly,this thesis adopts the method of literature research and draws on the relevant research experiences at home and abroad.Thirdly,we adopt the interview method,choose the main government of Jiaxing to implement the school-enterprise cooperation policy and the target enterprises to carry out the field visit to understand the contents and the present situation of the cooperation policy of Jiaxing higher vocational education.At last,it is of great significance to promote the further development and upgrading of the level of skilled personnel to serve the local economy by combining the methods of literature research,review and questionnaire to go deep dive to the present situation of the implementation of the school-enterprise cooperation policy in Jiaxing,find out the problems in the implementation of the policy and solve them.This research is divided into six parts: The first chapter is the introduction,which mainly describes the background,significance and research status of the study;The second chapter defines the concepts of higher vocational education,school enterprise cooperation and policy implementation,and elaborates the theory of policy implementation process,stakeholder theory and Smith’s policy implementation model,which provides a theoretical basis for the research on the implementation of school enterprise cooperation policy in higher vocational colleges;The third chapter,sort out the relevant policies,sort out and summarize the relevant policies of school enterprise cooperation from the national level to the level of Zhejiang Province and then to the level of Jiaxing City,and understand the relevant content and measures of the current implementation of the school enterprise cooperation policy in Jiaxing City from the three aspects of the current implementation status,implementation process and effect analysis;The fourth chapter analyzes the problems existing in the implementation of the school enterprise cooperation policy of Jiaxing higher vocational education.From the four perspectives of the policy implementation subject,the policy implementation content,the policy implementation object and the policy implementation environment,the policy implementation subject has problems such as poor coordination between the implementation agencies,and the quality of the executors is uneven;The content of policy implementation does not play a leading role in planning and lacks attractiveness;The objects of policy implementation have such problems as low enthusiasm of enterprises to participate in school enterprise cooperation and lack of information sharing between schools and enterprises;There are some problems in the policy implementation environment,such as prejudice against skilled posts and skilled personnel,and failure to play the role of industry associations as a coordinator.The fifth chapter analyzes the reasons for the problems in the fourth chapter;The sixth chapter analyzes the problems in detail and gives the corresponding countermeasures,including: strengthening the top-level design of policies,realizing incentive fiscal and tax policies,strengthening the coordination and cooperation between policy implementation departments,building a high-level policy implementation team,building a high-level "double qualified" teacher team jointly by schools and enterprises,improving the evaluation and incentive mechanism,optimizing the supervision and guidance role of industry associations,and strengthening the publicity of policies and models.Based on literature research,interviews and questionnaires,this paper searches and researches the relevant literature materials for the implementation of cooperation policy of colleges and enterprises in higher vocational education,and conducts questionnaires and field visits to relevant government departments,colleges and enterprises in Jiaxing,combining the reality and specific needs of cooperative development of colleges and enterprises in Jiaxing,finds out the factors affecting the implementation of cooperative policy of colleges and enterprises in Jiaxing and analyzes the reasons for the problems.Combining theory and practice,this paper puts forward some countermeasures and suggestions to improve the implementation of the school-enterprise cooperation policy,so as to reduce the deviation of the policy in the course of implementation,so as to make the policy implementation get better results.
